To Improve the Educational Program (Staff for Research in Enzyme Systems and Viability) 10 000 Reduction in Retirement System Contribution —500 Total $30 700 I recommend that this budget be approved for filing with the Department of Finance and presentation to the Illinois Budgetary Commission.

On motion of Mr. Johnston, this budget was adopted by the following vote: Aye, Mr, Clement, Mr. Harewood, Mr. Hughes, Mr. Johnston, Mr. Pogue, Mr. Swain, Mrs, Watkins, Mr. Williamson; no, none; absent, Mr. Herrick, Mr. Stratton, Mr. Wilkins.

BIENNIAL BUDGET FOR POLICE T R A I N I N G INSTITUTE

(4) The Police Training Institute was established in 1955 as a result of a special biennial appropriation of $30,000 made by the General Assembly, In 1957-59 and in 1959-61, the activities of this Institute have been included iu the regular University appropriation, and at the present time approximately $50,000 for the biennium is included in the University's budget. The Illinois Association of Chiefs of Police has requested that the activities of the Police Training Institute be expanded in order to improve the basic standards and qualifications of police officers. In order to accomplish this expansion, the Association wishes to introduce a separate appropriation bill, which it will support before the Budgetary Commission and the General Assembly. A bienuial appropriation of $100,000 is recommended as follows: Personal Services $ 79 500 Contractual Services 3 500 Commodities 1 500 Travel 9 000 Equipment 1 500 Contingencies 5 OP O Total $100 000 I have met with the Chairman of the Association of Chiefs of Police, who is also the Director of the Department of Public Safety, and I endorse their program of expansion and recommend concurrence in the proposal for a separate appropriation.

On motion of Mr. Harewood, this recommendation was approved by the following vote: Aye, Mr. Clement, Mr. Harewood, Mr. Hughes, Mr. Johnston, Mr. Pogue, Mr. Swain, Mrs. Watkins, Mr. Williamson; no, none; absent, Mr. Herrick, Mr. Stratton, Mr. Wilkins.

APPOINTMENTS T O T H E FACULTY

(5) The following new appointments to the faculty of the rank of Assistant Professor and above, and involving tenure, have been approved since the previous meeting of the Board of Trustees. 1. ALFRED BROPHY, JR., Assistant Professor of Education, beginning February 1, 1961, at an annual salary of $7,200 ( D ) . 2. EDWARD CAVANAUGH, Assistant Professor of Chemistry and Director of Laboratories, beginning November 1, 1960, at an annual salary of $11,300 (DY). 3. JAMES EAGELMAN, Assistant Professor of Veterinary Clinical Medicine, in the College of Veterinary Medicine, beginning January 1, 1961, at an annual salary of $9,000 (DY). 4. ROBERT FANER, Visiting Professor of English, for the second semester of 1960-61, at a salary,of $7,000 ( E ) . 5. WILSON GEE, Visiting Professor of Rural Sociology, in the Department of Agricultural Economics, for the second semester of 1960-61J at a salary of $4,000 ( E ) . 6. J. HAROLD HOPKINS, Physician to McKinley Hospital and the Health Center, and Assistant Professor of Hygiene, beginning November I, 1960, at an annual salary of $12,000 (BY),
