Funds are available in the proceeds of the sale of revenue bonds for the Addition to the Mini Union Building and the Assembly Hall. I concur.

On motion of Mrs. Watkins, these changes in contracts were authorized.

ADDITION TO CONTRACT FOR ARCHITECTURAL AND ENGINEERING SERVICES FOR THE ELECTRICAL ENGINEERING BUILDING (26) T h e Director of the Physical Plant and the Vice-President and Comptroller recommend an addition to the contract with Graham, Anderson, Probst, and White for additional architectural and engineering design services for a penthouse laboratory to be constructed on the Electrical Engineering Building, Since completion of plans and specifications for the addition to the building, a grant has been received from the National Science Foundation, to be matched from state capital appropriations, for the construction of a laboratory for research in antennas and electromagnetic theory. The estimated cost is approximately $220,000 of which $110,000 will be financed from state capital appropriations and the balance from the National Science Foundation. I concur.

On motion of Mr. Dilliard, this change in contract was authorized.

EMPLOYMENT OF ARCHITECTS AND ENGINEERS (27) T h e Director of the Physical Plant and the Vice-President and Comptroller recommend authorization of employment of architects and engineers for the following assignments and on the terms indicated: Widening and Realignment of Burrill Avenue Bridge — Clark, Daily, Dietz, and Associates, Consulting Engineers, Urbana, Illinois, for field surveys, preliminary drawings, detailed estimates of costs, and complete engineering services for all construction and general supervision of construction for the widening and realignment of the Burrill Avenue Bridge. Payments for these services will be on the basis of the schedule of minimum fees adopted by the Illinois Society of Professional Engineers, exclusive of the services of a resident engineer for field inspection and the cost of soil boring if required. The total estimated cost of engineering services, excluding the services of a resident engineer and inspector? for field inspection, is approximately $4,000. East Chemistry Building Addition — Holabird and Root, Chicago, on the basis of a fee of 6 per cent of the total costs of construction contracts, including fixed equipment on new work and 8 per cent for alterations and revisions in the existing building. T h e firm's professional services are to include preliminary studies, working drawings and specifications, preparation of contract documents, and supervision of construction. These firms have been recommended for the specific assignments by the Advisory Committee on Selection of Architects and Engineers. The Committee on Buildings and Grounds has also been consulted and has recommended approval. I concur in these recommendations.

On motion of Mr. Pogue, these recommendations were approved.

SPECIAL COUNSEL FOR CONGRESS CIRCLE CAMPUS LITIGATION (28) On April 20, 1962, a suit was filed in the Federal District Court for the Northern District of Illinois, case No. 62 C 861, against the University, the Chicago Land Clearance Commission, the Federal Housing and Home Finance Agency and its Administrator, and the city of Chicago and certain of its agencies, seeking an injunction against the redevelopment of the Congress Circle site as a campus for the University. The Legal Counsel states that it was necessary to employ special counsel to assist his office in resisting the suit for injunction and to preserve the University's rights in the matter. H e requests confirmation and ratification by the Board of the employment of Mr. Albert E. Jenner, Jr. and Mr. Keith F. Bode of the firm of Thompson, Raymond, Mayer, and Jenner.
