WIDE AREA T E L E P H O N E S E R V I C E (21) Illinois Bell Telephone Company has offered, in connection with the transfer to the Centrex System, to provide wide area telephone service permitting an unlimited number of telephone calls to any city within the state of Illinois from any unrestricted administrative telephone at a monthly rate of $600 for each wide area line required. The number of lines can be increased or decreased each month, depending upon the traffic load. An analysis of the number of toll calls within Illinois indicates that a savings will be possible through the use of the wide area lines at Urbana-Champaign and in Chicago. T h e Director of the Physical Plant and the Vice-President and Comptroller recommend authorization of a contract with the Illinois Bell Telephone Company for wide area telephone service.

On motion of Mr. Johnston, this offer was accepted, and authority was given as requested. This action was taken by the following vote: Aye, Mr. Clement, Mr. Dilliard, Mr. Harewood, Mr. Johnston, Mr. Pogue, Mr. Swain, Mrs. Watkins, Mr. Wilkins, Mr. Williamson; no, none; absent, Mr. Kerner; Mr. Hughes asked to be recorded as not voting.

EXTENSION O F WATER S E R V I C E T O P E L L FARM (22) The Pell F a r m southeast of Urbana, purchased in February, 1960, has been assigned to the Department of Horticulture for teaching and research, replacing the horticulture tracts taken over for the Florida Avenue, Orchard Place, and Orchard Downs Housing projects. In order to provide for the continuation of the research and teaching programs of the Department of Horticulture, and to initiate plantings on the Pell F a r m this year, it is necessary to provide water service to the site for irrigation purposes. T h e Northern Illinois Water Corporation has proposed construction of a twelve-inch water main on the west side of Anderson Street, Urbana, extended to the south side of Myra Road, a distance of approximately 2,030 feet, and on the south side of Myra Road east approximately 2,470 feet to the northeast corner of the Pell Farm, to provide the needed water service. T h e Director of the Physical Plant and the Vice-President and Comptroller recommend, and I concur, that the Board of Trustees authorize a "Main Extension Agreement" with the Northern Illinois Water Corporation for the extension of a twelve-inch water main along Anderson Street extended and Myra Road to provide water service at the Pell Farm, at a cost to the University not to exceed $14,911, which will be reduced downward proportionately to the actual cost if said actual cost is less than estimated. It is also recommended that funds not to exceed $14,911, available in the construction budget for the Orchard Downs Apartments, be assigned for this water service since relocation of the field work of the Department of Horticulture was necessary to release the land it formerly had for housing construction.

On motion of Mr. Hughes, the foregoing recommendations, including the requested assignment of funds, were approved by the following vote: Aye, Mr. Clement, Mr, Dilliard, Mr. Harewood, Mr. Hughes, Mr. Johnston, Mr. Pogue, Mr. Swain, Mrs. Watkins, Mr. Wilkins, Mr. Williamson; no, none; absent, Mr. Kerner. It is further recommended that the following resolution be adopted authorizing an easement to the Northern Illinois Water Corporation for installation of a twelve-inch water main across the north thirtythree feet of the Pell Farm:
