The Director of the Physical Plant and the Vice-President and Comptroller recommend authorization of an agreement with the Department of Mental Health of Illinois for improvement of the above-mentioned site as a Mental Health Clinic, which agreement may provide that, to the extent permitted by law, the University will convey to the state of Illinois such part or all of said site as is necessary for its proper,development as such Clinic. A formal resolution will be presented at a subsequent meeting in the event a transfer of University property is required. I concur.

On motion of Mr. Pogue, this recommendation was approved.

APPROPRIATIONS FOR NONRECURRING EXPENDITURES (19) The Committee on Nonrecurring Appropriations recommends the following appropriations and assignments of funds from the General Reserve: University High School, language laboratory equipment $15 950 Industrial Education, equipment 4 963 School of Music, pianos and equipment for Willard House 8 150 Vice-President, Chicago Undergraduate Division, Language Laboratory.. 20 364 Chemistry and Chemical Engineering, equipment 2 775 Architecture: Equipment 18 104 Remodeling student lounge 2 805 Total $73 111 I concur.

On motion of Mr. Hughes, these appropriations were made by the following vote: Aye, Mr. Clement, Mr. Dilliard, Mr. Harewood, Mr. Hughes, Mr. Johnston, Mr. Pogue, Mr. Swain, Mrs. Watkins, Mr. Wilkins, Mr. Williamson; no, none; absent, Mr. Kerner.

CLOSED-CIRCUIT TELEVISION DISTRIBUTION SYSTEM AT URBANA-CHAMPAIGN (20) Funds totaling $289,500 have been assigned by the Board and contracts have been awarded for remodeling of the building at 1112 West Main Street, Urbana, purchased by the University to provide television studios and equipment for Station W I L L - T V which will be moved from the present quarters in the West Hall of the Memorial Stadium. Included in the assignment of funds is approximately $33,500 for coaxial cable for a closed-circuit television distribution system. Studies indicate that for the first several years it will be more economical to rent the closed-circuit distribution system. Rental will also provide flexibility for changes in future desired service and changes in technology, an arrangement which may be contracted for on a one-year, renewable basis. The total annual rental charge for two distribution channels to serve four buildings, one collection channel to serve two buildings, including the technician's line and a studio transmitter link, is $5,748. The Director of the Physical Plant and the Vice-President and Comptroller recommend authorization of the necessary agreements with the Illinois Bell Telephone Company for closed-circuit television facilities. Funds for the rental payments will be provided in the 1962-63 budget, and $33,500 of the appropriation made in January, 1962, will lapse. I concur. O n m o t i o n of M r .
