and the University has made payment for services rendered in the same amounts as would have been payable as taxes if these properties were not exempt from taxation. T h e assessed valuations have been changed from time to time. The assessed valuation for the first unit of the Student-Staff Apartments and the second unit of the Student-Staff Apartments has remained constant at $425,000 and $287,500, respectively. This is in accordance with an agreement with the State's Attorney's office and the local tax officials. In 1954 and later years the assessed valuation reflects only that portion of the valuation of the building which represents occupancy by full-time members of the staff. This, too, is in accordance with an agreement with the State's Attorney's office and reflects the University's policy of not paying "in lieu of taxes" on properties used for housing students. The Finance Committee and the Committee on General Policy submit this report for adoption by the Board as a reply to the request from the Board of Education of the Urbana Community Schools. Any request for modification of this agreement should originate in the State's Attorney's office and the University would certainly be willing to reconsider the agreement as to the assessed valuation of the property, if a case can be made for modification. It should be pointed out, however, that modification of the appraised value will not have a substantial effect on total payments "in lieu of taxes," since the University paid only 14.15 per cent of the assessed valuation of the Student-Staff Apartment Building, First Unit, and 13.684 per cent of the assessed valuation of the Student-Staff Apartment Building, Second Unit, based on the occupancy by full-time staff members as of January 1, I960; and it may be anticipated that this percentage would decrease in the future. It should also be noted that the school district is entitled to receive from the Superintendent of Public Instruction the tuition costs for all students originating in facilities owned by the University or any other state agency, upon which payments "in lieu of taxes" are not otherwise made. Until recently, there was an insufficient number of students in this category to justify the Urbana school district billing the Superintendent of Public Instruction. T o the extent that children are coming from housing facilities owned and operated by the University, and on which payments in lieu of taxes are not made, the local school district is entitled to receive funds over and above those amounts paid by the University in lieu of taxes.

On motion of Mr. Swain, this report was adopted and the Secretary was instructed to send a copy to the President of the Board of Education of the Urbana Community Schools as the formal reply of the Board of Trustees to the School Board's request.

TRUSTEE EMERITUS AWARD Mrs. W a t k i n s s u b m i t t e d t h e f o l l o w i n g r e c o m m e n d a t i o n a n d m o v e d i t s adoption: In accordance with the general idea which I have informally discussed with the Trustees, I recommend that the Board of Trustees of the University of Illinois establish a "Trustee Emeritus Award" according to the following plan: The award shall be conferred upon any Trustee who has retired from the Board after having served a full term, and who wishes to accept such a designation. With the approval of the Board of Trustees in individual cases, this award may also be conferred upon a former Trustee who has not served a full term. Each Trustee Emeritus will receive a certificate which will state the period of his service on the Board. Each retiring Trustee shall also be presented with a suitable identification card stating that he is entitled to all privileges and courtesies customarily
