Funds are now available for the building construction and architectural studies have been started. The property was purchased in September, 1961, by Mr. Samuel H. Young, Chicago. The Buildings and Grounds Committee authorized negotiations with the owner to purchase the property within appraised values, with the understanding that if the property can not be purchased through negotiations, condemnation proceedings be instituted for its acquisition.
