recommend authorization of the installation on the Medical Center campus of a Centrex service, designed also to serve the Congress Circle campus, at a cost not to exceed $14,000. Approval of this recommendation will commit the University to subsidizing the telephone service on the Medical Center campus for approximately one and one-half years, or until the number of telephone instruments in use totals 1,400, at an annual cost estimated not to exceed $8,000. This temporary increased operating cost should be compared with the ultimate capital savings of $150,000 resulting from the installation of the new system. Funds are available in the University's General Reserve. T h e Vice-Presidents for the two Chicago campuses join in this recommendation. I concur.

On motion of Mr. Hughes, this agreement was authorized, and an assignment of $14,000 was made from the General Reserve for the installation costs; this action was taken by the following vote: Aye, Mr. Clement, Mr. Dilliard, Mr. Harewood, Mr. Hughes, Mr. Johnston, Mr. Pogue, Mr. Swain, Mrs. Watkins, Mr. Wilkins, Mr. Williamson; no, none; absent, Mr. Kerner.

CONTRACTS FOR CONSTRUCTION OF PHYSICAL PLANT SERVICE BUILDING (10) T h e Board of Trustees has awarded contracts for the construction of the Physical Plant Service Building with the exception of contracts for plumbing and for heating and air conditioning. The Healy Plumbing and Heating Company, St. Paul, Minnesota, lowest bidder on both phases of the work, had reported an error in its bid on the plumbing work, and on February 20 formally asked permission to withdraw its bid. This information was reported to the Board of Trustees at its meeting on February 21, 1962, before the contracts were to be awarded, and on recommendation of the Director of the Physical Plant action on both the plumbing and the heating and air-conditioning contracts was deferred. T h e Company's request has been duly considered, and the original estimating sheets and plans used by the firm in preparing its bid proposal have been examined by the Legal Counsel's Office. That office has advised that the error was the result of misinterpretation of the bid documents and that the circumstances justify permitting withdrawal of the bid in return of the bid deposit, subject to reimbursement of the University for the expense of investigating the claim. The Director of the Physical Plant and the Vice-President and Comptroller recommend that the bid deposit be refunded less the expenses incurred by the University, amounting to $225.60. T h e Company has agreed to this payment; and has indicated that it will accept the contract for the heating and air conditioning work on the basis of its lowest bid, which was not involved in the other claim. T h e Director of the Physical Plant and the Vice-President and Comptroller now recommend awards of the following contracts: Plumbing — Reliable Plumbing and Heating Company, Champaign $137 780 Base Bid $128 750 Additive Alternates 9 030 Heating and Air Conditioning — Healy Plumbing and Heating Company, St. Paul, Minnesota $119 218 Base Bid $116 650 Additive Alternate 2 568 T h e Board of Trustees, on February 21, 1962, authorized the assignment to the general contractor of the contracts for all the other divisions of the work, except for the contract for plumbing work and the contract for heating and airconditioning work. It now is further recommended that an assignment agreement be entered into with Kuhne-Simmons Company, Inc., the general contractor, providing for the assignment of the contract for plumbing work and the contract for heating and air-conditioning work to that firm and that the amount of Alternate 1A in the sum of $15,000, which was the amount bid by that firm for a service charge for supervision of other contractors assigned to the general contractor, be increased $1,160 to cover the additional supervisory charge for the increased contract sum for the plumbing work and for alternate bids which
