Force Avionics Laboratory. The general purpose of the proposed design is to overcome several limitations of the conventional log-periodic dipole array design by using a feeding system of two coupled transmission lines instead of a single line, so that in place of dipole radiating elements, folded dipole elements, with their inherent broadband performance, slots, and other types of radiators can be used. The construction of a compact monopole and folded-monopole over ground plane array is possible as well as a log-periodic slotted ground plane array. Finally by using two lines of different characteristics impedances to form the coupler, a wider range of mean input impedances may be achieved. The Committee recommends that the rights of the University be assigned to the University of Illinois Foundation, subject to the rights of the sponsoring agency, for further development and possible patent application. 11. Stochastic switch — Dennis R. Zander, Research Assistant in Electrical Engineering, and W. Ross Ashby, Professor of Electrical Engineering and of Biophysics, inventors; developed under contract with the United States Air Force Systems Engineering Group. The stochastic switch is designed to provide a random connection between electrodes with specifiable and controllable probability; for instance a 23-per cent probability of connection between electrodes at each activation. The Committee recommends assignment of the rights of the University to the University of Illinois Foundation, subject to the rights of the sponsoring agency, for further development and possible patent application. 12. Method of treatment of deep-seated caries and dental pulp — Philip P. Goland, Research Associate in Orthodontics at the Medical Center, Eugenio Zerlotti, of the Department of Orthodontics at the Medical Center, and Ayrton Orlando de Toledo, of the Department of Orthodontics at the Medical Center, inventors; developed under contract with the United States Public Health Service. This pertains to the use of halo-s-triazinyl compounds as cross-linking and calmative agents for the topical treatment of the tooth. More particularly, they have applicability for focal (1) desensitization of cementum, and dentin; (2) the treatment of dentin in deep caries; (3) the treatment of inflamed pulps. In addition to their cross-linking and calmative action on the pulp, the compounds of the present invention have been found to induce and stimulate reparative processes in the pulp. Their bacteriocytic properties contribute to the sterilization of infected tissues. The Committee recommends assignment of the rights of the University to the University of Illinois Foundation, subject to the rights of the sponsoring agency.

On motion of Mr. Hughes, these recommendations were approved.

EMPLOYMENT OF SPECIAL COUNSEL (31) A suit has been filed in the Circuit Court of Cook County (67 L 13177) by Howard S. Chapman (one of the passengers in a University plane which crashed November 28, 1966) against the University, its eleven Trustees, the Secretary of the Board and of the University, and Robert L. Ayers, the pilot of the University aircraft. The complaint seeks damages for personal injuries alleged to have been caused, in part, by the negligence of the defendants. The complaint further alleges that certain portions of the Illinois Court of Claims statute are invalid and unconstitutional. Each of the University employees named as a defendant is alleged to have been performing his University duties on the occasions referred to in the complaint, and each has requested the University to provide representation for him in the matter. The Legal Counsel recommends that he be authorized to take such steps as are necessary or appropriate, including the employment of special counsel, to defend the University and its employees in the proceedings.
