CONTRACTS FOR FEASIBILITY STUDY PHASE OF THOMSON SCATTER RADAR

(39) Acting on behalf of the Committee on Institutional Cooperation (C.I.C.), an association of eleven midwestern universities, the University of Illinois has undertaken to examine the feasibility of constructing in the Midwest a large radar system for study of the earth's upper atmosphere by the Thomson scatter technique. The National Science Foundation has provided funds for the preliminary study phases of the project. Sealed bid proposals were solicited on the preliminary feasibility study phase covering two separate concepts, (1) a radome enclosed, and (2) an environmental design, from six firms having wide experience in the study and design of large scale antenna equipment. Four proposals were received, two submitted for each concept, and were evaluated by a selection panel composed of the professorial staff of the project with the assistance of Simpson, Gumpertz & Heger, Inc., Cambridge, Massachusetts, a firm of consulting engineers. The individual proposals were judged on the firm's capabilities in four categories: (1) competence, (2) technology, (3) approach, and (4) scope. The Dean of the College of Engineering and the Vice-President and Comptroller recommend that two contracts be awarded, one for each concept study, as follows: Radome enclosed concept — The Rohr Corporation, Chula Vista, California $15 000 00 Environmental concept — Amman & Whitney, New York, New York 19 000 00 I concur.

On motion of Mr. Swain, these contracts were awarded by the following vote: Aye, Mr. Clement, Mr. Grimes, Mr. Harm, Mr. Hughes, Mr. Johnston, Mr. Jones, Mr. Pogue, Mr. Swain; no, none; absent, Governor Kerner, Mr. Page, Dr. Weatherly.
