RECOMMENDATION FROM COMMITTEE ON COPYRIGHTS AND RECORDINGS, URBANA (38) I n accordance with Section 19 of The General Rules Concerning University Organization and Procedure,1 the Committee on Copyrights and Recordings has reviewed a case involving the proposed publication of a book to be entitled "An Introduction to the Bayesian Approach to Statistical Decision Theory." The author is Dr. Bruce W . Morgan, Assistant Professor of Economics at Urbana. T h e manuscript is based in part on materials prepared by Professor Morgan while on full-time appointment during the summer of 1964. Subsequently, a mimeographed version was prepared for use in Economics 172. The new publication would represent a substantial revision and expansion of the mimeographed edition. In the light of its review, the Committee on Copyrights and Recordings has made the following recommendations: (a) that the University retain its rights to the original edition of the manuscript, for possible use in economics courses; (b) that the University release its rights to the new manuscript to Professor Morgan (who would be free to copyright it or to assign the copyright to a publisher); (c) that the University be paid 10 per cent of the royalties received from sales of the new book, up to a limit of $900. The Executive Vice-President and Provost and the Vice-President and Comptroller endorse these recommendations of the Committee on Copyrights and Recordings. I concur.

On motion of Mr. Clement, these recommendations were approved.

PURCHASES (39) T h e President submitted, -with his concurrence, a list of purchases recommended by the Director of Purchases and the Vice-President and Comptroller; also a list of purchases authorized by the President. T h e lists of purchases authorized and purchases recommended for Board approval were presented in two categories: purchases from appropriated funds (i.e., from state appropriations to the University) and purchases from institutional funds. The latter term designates funds received by the University under contracts with the United States government, contracts with private corporations and other organizations, funds from foundation grants, and grants from corporations and other donors, and University revolving funds authorized by law. $ 20 474 00 756 727 14 $777 201 14 Grand Total $982 676 08 A complete list of the purchases authorized and purchases recommended, with supporting information, including the quotations received, was sent to each member of the Board in advance of the meeting, and a copy is being filed with the Secretary of the Board for record.

On motion of Mr. Hughes, the purchases authorized by the President were approved, and the purchases recommended were authorized.

1 On April 17, 1963, the Board of Trustees amended Section 19 of The General Rules Concerning University Organisation and Procedure to provide that a proportion of the net income earned from the marketing of copyrighted or recorded material produced with University support might be assigned to the author(s) or developer(s) of the material. Under this Section, it is provided that all rights to such copyrighted or recorded materials produced with University support belong to the University. The revision further provides that a University Committee on Copyrights and Recordings review the circumstances involved in each case, and make recommendations concerning it to the President and the Board of Trustees.
