REPORT O F THE GENERAL POLICY COMMITTEE M r . S w a i n , f o r t h e C o m m i t t e e o n G e n e r a l P o l i c y , p r e s e n t e d t h e following report: The General Policy Committee believes that the differences of views concerning House Bill 711 of trie Sixty-fifth General Assembly and the Trustees' action on the DuBois Club are of such a nature, and the resolution of those differences is now of such importance to the maintenance of a sound academic climate at the University of Illinois, that an unusual effort must be made to develop an objective analysis of the effect of these and related matters upon the University. T h e Committee hopes that some agreement can be reached as to how best to identify and preserve the academic ideals and purposes of the University, while recognizing the ultimate responsibility of the institution to the people of Illinois. Therefore, to achieve the above objectives and with the approval and support of the President of the University, the Committee on General Policy recommends that it be directed by the Board of Trustees to plan and initiate immediately a series of conferences with appropriate faculty and student groups representative of all campuses of the University. T h e Committee would expect as well that the President of the University, the Chancellors of the several campuses, and other administrative officers as the President of the University may recommend would attend and participate. Although the meetings would be sponsored by the Committee on General Policy, in common with established Board policy, all members of the Board of Trustees would be invited to attend and to participate in the discussions. REQUEST F R O M "STUDENTS FOR FREE S P E E C H " T h e Trustees received from the Secretary a request from the Students for F r e e Speech at U r b a n a to be heard on the general subject of the significance in the academic climate of campus restrictions on speakers. T h e T r u s t e e s agreed to hear one speaker from this group, and Mr. Victor Berkey, a graduate student in zoology, addressed the Board and received their questions for a brief period. BUSINESS PRESENTED BY T H E PRESIDENT OF T H E UNIVERSITY T h e Board took up consideration of the following reports and recommendations from the President of the University. BUDGETS FOR 1 9 6 7 SUMMER QUARTERS A N D FACULTY APPOINTMENTS, MEDICAL CENTER AND CHICAGO CIRCLE (1) Submitted herewith are the budgets and appointments to the faculty for the 1967 Summer Quarters at the Medical Center and at Chicago Circle from June 19 through September 2, 1967. The distribution of the budgeted funds is as follows : Scilcirics Medical Center $ 17 841 00 Chicago Circle 666 750 00 The salaries recommended are computed on the basis of one-third of the
