incidence and prevalence of disease; aspects of social and community structure that influence patterns of health and illness. It is expected that the Center will sponsor large-scale research and evaluation studies with support from outside sources, but a basic budget is required for a core staff that would maintain continuity in the Center's work and provide administrative direction. (3) Center for Education and Research in Genetics, Medical Center Campus ($115,000). A relatively small request for funds is included to permit the College of Medicine to bring together faculty members from various departments in an interdisciplinary core program in medical genetics. It is expected that large-scale federal support for research in this area will be forthcoming, and that the major costs of the research program would be met from outside sources. Nevertheless, a limited amount of University funding seems desirable partly in order to provide a core of administrative support (a director and one additional academic staff member), together with clerical staff and funds for wages, expense, and equipment. The College of Medicine gives very high priority to the development of this program, which would fulfill a long-felt need in an important field of biological and medical science. (4) Water Resources Center, Urbana-Champaign Campus ($135,000). T h e University of Illinois has been designated by the Governor as the state agency for the administration of federal appropriations allocated to Illinois on a "formula" basis under the Water Resources Research Act of 1964. T h e budget increase requested ($60,000 for 1967-68 and $75,000 for 1968-69) represents the funds needed in order for the state to participate in the matching-grant program established under that Act. These funds would be used to support research at public and private universities throughout the state, as determined by action upon applications submitted by institutions with interested and qualified staff members. (5) Computer-Based Education Research Laboratory, Urbana-Champaign Campus ($120,000). This Laboratory was recently established within the Graduate College, and is expected to stimulate research throughout the University in its designated field. T h e amount requested on an annual basis for 1967-69 ($60,000) is less than the estimate given in the statement sent to the State Board of Higher Education asking approval for the establishment of the Laboratory. These funds would provide salaries for 4.0 F T E administrative and research staff, 1.0 F T E clerical position, and a small sum for wages, expense, and equipment. The Laboratory will emphasize the interaction of computer specialists, subject-matter specialists, and specialists in education and psychology — in largescale studies of instruction at all educational levels. It is expected that the major part of the cost of the Laboratory's program would be met from outside grants and contracts. (6) Expanded Computer Services, Chicago Circle and Urbana-Champaign Campuses ($973,200). The computer-service needs of the Chicago Circle and the Urbana-Champaign campuses have been combined here for purposes of presentation, although they are largely separate in program and in funding requirements. The possibility of a linkage between computer facilities at the two campuses, whereby Chicago Circle users who needed it could have access to the large-scale system proposed for Urbana-Champaign, is a matter that is being studied further in connection with the two parallel applications for support from the National Science Foundation. The decisions on the mode and extent of intercampus linkage probably would not influence greatly the cost estimates made for the two current proposals — so far as the 1967-69 biennium goes. Both the Chicago Circle and the Urbana-Champaign proposals are similar in these two respects: (a) both involve the installation of computers in the IBM 360 series; (b) both anticipate that the greater part of the rental and operating costs of their respective systems would be met from non-state sources ( N S F grants and income from charges to research grants and projects). The Chicago Circle program calls for an I B M 360/40 computer in 1967-68 and an IBM 360/50 computer in 1968-69. The biennial rental and operating cost would be approximately $1,000,000, of which $298,200 in state funds is requested. T h e remainder would come from N S F and from charges to users. The Urbana-Champaign program calls for an I B M 360/50 computer for the first six months of the 1967-69 biennium and an I B M 360/75 computer for the
