seem necessary or desirable in order to grant to Illinois Bell Telephone Company, an Illinois Corporation hereinafter referred to as "Company", its successors and assigns, the right and easement to construct, operate, patrol and maintain its communication lines including the necessary underground cables, wires, conduits, splicing boxes, surface terminals, markers and appurtenances upon, under and across the land hereinafter specifically described which said land is included in the public highway, to form a part of a communication system to be owned by the said Company in LaSalle County, Illinois, to other lands and structures located beyond the land hereinafter described, and with the right of access to the said land hereinafter described. Company shall agree to repair any damage caused to property of this Corporation by the construction, reconstruction, operation, patrolling, maintenance, renewal or removal of said telephone communications cable, and to indemnify the University and its representatives and tenants from liability in connection with its activities; the term of said easement to be for such period as the easement may be used for the above-described purposes, but upon the discontinuation of use of or abandonment of said telephone communications cable, said easement to thereupon cease and determine without necessity of re-entry or demand; the rights and easement granted to be limited to the extent that this public corporation has the present right and capacity to grant the same. The right-of-way easement shall be over the following-described property: Situated in the State of Illinois, the County of LaSalle, and only on the road right-of-way bordering lands described as follows : On road right-of-way bordering on the West side of the Northwest Quarter ( N W 1/4) and the North One-half (N l/2) of the Southwest Quarter ( S W }A) of Section 27, Township 34 North, Range 2 East of the Third Principal Meridian (3rd P.M.).

On motion of Mr. Swain, this resolution was adopted. Mr. Hughes asked to be recorded as not voting.

LEASE OF SPACE IN 1LLIN1 TOWERS, CHAMPAIGN (21) The Director of the Physical Plant, the Vice-President and Comptroller, and the Executive Vice-President and Provost recommend that the Board request the University of Illinois Foundation to lease the second and third floors of the lllini Towers Residence Hall project (located at Fifth and Chalmers Streets, Champaign) at an annual rate of $26,500 per floor (or $53,000 for both). The lease would be for the period extending to June 30, 1971, with an option to renew until 1975 at an annual rate of $60,000 for both floors per year, plus an adjustment of not more than $1,000 for possible real estate tax increases. The Foundation would sublease this space to the University at the rate indicated on a biennial basis. The third floor will be available for occupancy on or about January 1, 1967, and the second floor will be ready for occupancy by the University on or about September 1, 1967. Rental payments will start at the time possession is delivered to the University. This space, which is under construction, will be completed by the owner in accordance with University requirements for office space. After completion, it will be used by the Office of International Programs, the Office of the Campus Director for programs supported by the Agency for International Development, the Office of the University Dean of Admissions and Records, and other University offices. Funds for rental and operation until June 30, 1967, are available in the Physical Plant budget from funds which were previously appropriated for the operation of new buildings, but which are not needed because of delays in completing schedules. Funds required thereafter will be requested in the budget of the Physical Plant Department on an annual basis. I concur.

On motion of Mr. Jones, this recommendation was approved.

LICENSING AGREEMENT, DISCOVERY BY DR. SOL SPIEGELMAN (22) The Board of Trustees, in approving the transfer to the University of Illinois Foundation of a discovery by Dr. Sol Spiegelman, Professor of Microbiology, has requested that any licensing agreements be approved by the University Board of Trustees. (The discovery is commonly described as "Virus-Induced Replicase Systems.")
