LAMBERT FOR SERVICES AT UTTAR PRADESH AGRICULTURAL UNIVERSITY, INDIA (20) Since 1960, Dean William V. Lambert has played a central role in the establishment of the Uttar Pradesh Agricultural University in India. H i s services, as Advisor to the Vice-Chancellor of the University, as Group Leader, and more recently as Chief of Party, have been fundamental to the success of the new institution. Some months ago Dean Lambert asked to be relieved of this assignment and with deep regret the University accepted his resignation. I have sought to express our appreciation to Dean Lambert for his extraordinary services in a letter which is attached herewith and which is reported to the Trustees as a matter of information.

On motion of Mr. Hughes, this report was received for record. On motion of Mrs. Watkins, the Board endorsed the commendation and authorized the Secretary to prepare a statement of appreciation on behalf of the Board and convey it to Dean Lambert.

DEAR DEAN LAMBERT :

I am most unhappy that we were unable to get together for fuller discussion of U P A U while you were on campus and that I was absent in Europe when you completed your task and departed. Among other subjects, I wanted to express the University's appreciation of the splendid service you rendered as Group Leader of the University of Illinois Team at the Uttar Pradesh Agricultural University, and I hope that this letter will reflect how deeply we feel about the importance of what you have done. When I visited the U P A U in 1960, I was impressed with the progress being made. But, I was even more impressed with the difficult tasks you would face in your new duties. You were in charge of our staff members during most difficult times. Always you demonstrated qualities of genuine leadership. You were calm in crises. Your judgment was sound. You were inventive in working out solutions to problems and in implementing them. Throughout your tour of five and one-half years at the U P A U , we were always proud to have you as our chief representative. We feel that you did much to build in India the proper image of the University of Illinois and of higher education in the best academic tradition. During your recent stay at Urbana, you have written a record which will be of great use to us and others who will be called upon to appraise this activity. W e are hopeful that it can be made available to other universities engaged in institution building in underdeveloped countries. As you leave our staff, we record our appreciation of a great task well done. We are also grateful for Mrs. Lambert's loyalty to the mission and her contribution to its effectiveness. T h e subject of this letter will be brought to the attention of the Board of Trustees at the September meeting. Our good wishes go with you and Mrs. Lambert, always. Sincerely,
