Professor Sapora's appointment is recommended following consultation with all members of the Department, who are unanimous in support of Dr. Sapora's appointment as the new Head. The Dean of the Graduate College and the Executive Vice-President and Provost concur. I recommend approval.

On motion of Mr. Swain, this appointment was approved.

O F F I C E O F INTERNATIONAL AGRICULTURAL P R O G R A M S , URBANA (8) The Dean of the College of Agriculture, with the concurrence of the Executive Vice-President and Provost, recommends that an Office of International Agricultural Programs be established in the College of Agriculture for the planning, development, and coordination of a college-wide program of teaching, research, graduate training, and public service activities in international agriculture. The Office would be staffed by an executive officer with the title Director, and this officer would also be designated Associate Dean of the College of Agriculture. The Office of International Agricultural Programs would serve as the focal point for international programs, both intramural and extramural, of the College of Agriculture. It is anticipated that the Director would serve on University-wide committees related to international programs and would thus contribute to the development of broad programs for the University. The Dean of the College of Agriculture further recommends that Dr. George K. Brinegar, presently Assistant Director of the Agricultural Experiment Station and Professor of Agricultural Economics, be appointed Professor of Agricultural Economics on indefinite tenure and Associate Dean of the College of Agriculture and Director of International Agricultural Programs for one year beginning September 1, 1966, on a twelve months' service basis. Provision has already been made in the budget for 1966-67 for his salary in the former position, and there is no budgetary implication involved in the new appointment. The Executive Vice-President and Provost and the Dean of the Graduate College concur in this appointment. I recommend approval of the appointment and of the establishment of the Office of International Agricultural Programs, in the College of Agriculture. O n m o t i o n of M r . R E A P P R O P R I A T I O N O F U N E X P E N D E D BALANCES (9) The Vice-President and Comptroller recommends that the following balances in budget appropriations June 30, 1966, be carried forward for the fiscal year beginning July 1, 1966, in accordance with the usual policy.
