H a r o l d P o g u e w h o w a s excused. T h e B o a r d c o n s i d e r e d the f o l l o w i n g r e c o m m e n d a t i o n s f r o m the President of the U n i v e r s i t y . ACQUISITION OF PROPERTY AT 51 O EAST DANIEL STREET. CHAMPAIGN (35) The President of the University, with the concurrence of appropriate administrative officers, recommends adoption of the following resolution for the acquisition of the property at S10 East Daniel Street, Champaign, through condemnation proceedings. H e further requests authorization to complete acquisition of the property, through settlement of the suit or otherwise, if such can be done at a price within the appraisals received by the University. T h e property consists of a lot 49 feet by 168.5 feet (8,256.5 square feet) and is improved with a two-story masonry building now used for offices. The University has been negotiating with the owner of this property who has been advised that a recommendation will be submitted to the Board of Trustees for its purchase at a total price of $57,500 based on appraisals received by the University, if acceptable to the owner. However, this price is not acceptable to the owner, who is asking for a price considerably in excess of University appraisals. Funds are available in state capital appropriations to the University for 1967-69 and have been released by the Governor. Resolution Authorizing Condemnation of Property at 510 East Daniel Street, Champaign, Illinois Be It, and It Is Hereby Resolved, Found and Declared by The Board of Trustees of the University of Illinois, a body corporate and politic and a public corporation of the State of Illinois, that the following-described real estate situated in the County of Champaign, in the State of Illinois, to-wit: Lot Ten (10) in Block Fourteen (14) of Assessor's Subdivision of Blocks Ten (10), Eleven (11), and Fourteen (14) of J. S. Wright's Addition to the City of Champaign, situated in the City of Champaign, in the County of Champaign and State of Illinois; is needed by the University of Illinois, an educational institution established and supported by the State of Illinois for use as a site for a vehicular parking area of the University of Illinois and for other educational purposes conducted and to be conducted by said University of Illinois and for the further expansion of the educational facilities of said University of Illinois and to enable said University of Illinois to discharge its duty to the people of said State and for public use, that funds are available to the University for the purchase of said land for said educational purposes; that this Board of Trustees has negotiated with the owner of said land through his duly authorized representatives for the purchase of said land at a price which this Board of Trustees considers fair and reasonable and which it finds constitutes the present market value of said land, but that said owner has refused to sell and convey said land, or any portion thereof, to said The Board of Trustees of the University of Illinois for such price and continues to refuse to sell and convey the same to it except for a consideration and price which this Board of Trustees deems unreasonable and excessive and is, therefore, unwilling and has refused to pay; and Be It, and It Is Hereby Further Resolved, Found and Declared by The Board of Trustees of the University of Illinois that the compensation to be paid by it for said land cannot be agreed upon between this Board of Trustees and the owner of said property and he and it are unable to agree upon the purchase price to be paid to said owner for the sale and conveyance of said land by said owner thereof to said The Board of Trustees of the University of Illinois; and Therefore, Be It, and It Is Hereby Further Resolved, Found and Declared by The Board of Trustees of the University of Illinois that because of said need of
