5. The' specified royalty rate shall be in effect for five years, and shall be renegotiated after five years and the licenses shall be in effect for the life of the patents. B. The Software License Agreement 1. CDC shall be granted a nonexclusive license to use, duplicate, and sublicense the software developed in the P L A T O program; 2. CDC shall pay as royalties for the granted license 40 per cent of the payments received (item B-3) by CDC for use of the software at each P L A T O installation; 3. The software charges for each P L A T O system shall entail monthly payments of $1,000 to $4,000, the rate within this range depending on the number of student consoles on a given system; 4. Mechanisms shall be provided for training CDC personnel in the use of the software system. AGREEMENT FOR DATA SYSTEMS ENGINEERING SERVICES FOR T H E DEPARTMENT OF COMPUTER SCIENCE, URBAN A (19) Until recently the International Business Machines Corporation leased equipment which included free systems software (program) services. However, the lease cost and systems engineering services have been separated as a result of federal antitrust actions. Since the University leases and/or owns IBM computer systems, it is necessary to acquire certain technical assistance from the IBM Corporation under a systems engineering service agreement in order to efficiently develop or complete the development of new software programs and adapt them to operations in the I B M 360 system. The Department of Computer Science requires technical assistance to adapt existing programs to I B M equipment which can most economically be obtained from the IBM Corporation. The proposed A R A M I S (Automatic Remote Access Multi-programmed Illinet System) system provides for an automatic scheduling system for students, researchers, and staff. The basic system has been designed by the staff of the Computer Science Department; however, technical engineering services are required from the manufacturer of the computer equipment (IBM) to effectively and efficiently orient the A R A M I S program for use with the 360 computer system. It is estimated that approximately 270 hours of skilled programmer assistance is required during a period of one year to advise and assist the DCL personnel in developing the special computer programs using the IBM 360 hardware and operating systems already in use. The hourly rate for this service is $35.00, for a total estimated expenditure of $9,450, subject to the need and the availability of funds. The President of the University, with the concurrence of appropriate administrative officers, recommends that the Board authorize the Comptroller and the Secretary of the Board of Trustees to execute such contracts or other appropriate documents, as may be necessary to engage the IBM technical services required. However, the equipment lease and systems engineering services costs have been separated. Since the University leases and/or owns I B M computer equipment, it is necessary to acquire certain technical assistance from the IBM Corporation under a systems engineering service agreement in order to efficiently develop and/or implement new software (programs). The Urbana-Champaign Library is planning new and improved techniques to solve operational problems associated with the Undergraduate Library Circulation System. Neither the Library nor the University has the available expertise to carry out the feasibility, planning, and implementation of software (programs) to be used in the Office of Administrative Data Processing.
