INTRODUCTION OF OBSERVERS AND OF AD H O C COMMITTEE OF STUDENT OBSERVERS

Chairman Hughes introduced Professor Charles Wert and Professor Leonard Kent, observers from the Urbana-Champaign and Chicago Circle Senates. He also introduced members of the Ad Hoc Committee of Student Observers 1 Mr. Michael Kreloff (Graduate Student), Mr. John Adler and Mr. Lawrence Rabyne (Undergraduate Students) from the Urbana-Champaign campus; Miss Linda Murrie and Mr. Lee Fischer from the Medical Center campus; Mr. Richard Gordon (Graduate Student), Mr. Robert Geltner and Mr. John B. McCauley (Undergraduate Students) from the Chicago Circle campus.

BUSINESS PRESENTED BY THE PRESIDENT OF T H E UNIVERSITY

The Committee took up consideration of the following reports and recommendations from the President of the University.

PRESIDENT'S REPORT

President Henry presented a report on selected topics of current interest, copies of which were distributed at the meeting, and a copy was filed with the Secretary of the Board.

RATE INCREASES FOR UNIVERSITY-OPERATED HOUSING FACILITIES, URBANA

The following memoranda were presented by the President of the University in which administrative actions to increase rates for University-operated housing facilities at Urbana-Champaign and at the Medical Center were reported and the rationale for the actions explained. The Board had earlier approved a request from the Undergraduate Student Association of Urbana to be heard on the subject of the increases approved for Urbana. Accordingly, Mr. Steve Gargo and Miss Dorothy O'Brien of the Undergraduate Student Association were granted the floor to make presentations. They gave particular emphasis to the effect of the increase on student finance and student opportunity, on conditions in residence halls generally, and on the possibilities of state financing of residence halls. Administrative officers, including Chancellor J. W. Peltason and Mr. Arnold W. Strohkorb, Director of Housing, discussed the general inflationary pressures upon the University to meet operating costs of the halls, including improved services requested by students which involve additional costs. The point was made that the inadequacy of private housing in the community and the inability to obtain state funds for residence hall construction had led to the development of University housing in the last ten or fifteen years. President Henry noted that a related increase, based on the same financial situation, had been approved for housing at the Medical Center campus. Following extended discussion, Chairman Hughes indicated that the actions had been approved by the administration and that it was the Board's assumption that the administrative actions would go into effect.
