BOARD OF TRUSTEES MEMORIAL TO VERNON L. NICKELL

Mr. Swain presented the following':

The Board of Trustees of the University of Illinois records with deep sorrow the death on Friday, August IS, 1969, of Vernon Lewis Nickell, a former ex officio member of this Board, State Superintendent of Public Instruction, and a distinguished alumnus of the University of Illinois. During a period of more than half a century, from 1909 until 1960, after his graduation from Illinois Wesleyan Academy, he was a teacher, a. principal, a superintendent of schools, and from 1943 to 1960 Superintendent of Public Instruction. H e was instrumental in the passage of laws by the Illinois General Assembly which, through the Office of the Superintendent of Public Instruction, encouraged the consolidation of small school districts. When he assumed the position of Superintendent of Public Instruction, there were in excess of 11,000 school districts in Illinois. During his administration this number was reduced to less than 1,500 districts. His administration was distinguished by the upgrading of elementary and junior high school education and the improvement of the curricula of the senior high schools. The Board of Trustees of the University of Illinois directs that the record of today's meeting contain this expression of tribute to a former colleague, for his valued services and his deep interest in education, and to extend to his family our deepest sympathy in their loss. The President of the University, the officers of the Board, and other members of the Board staff who worked with Dr. Nickell during his service on the Board desire to be included in this tribute.

This memorial was adopted by a standing vote. BUSINESS PRESENTED BY T H E PRESIDENT OF T H E UNIVERSITY T h e Board considered the following reports and recommendations from the President of the University.

PRESIDENT'S REPORT

Copies of the President's report on selected topics of current interest were distributed at the meeting, and a copy was filed with the Secretary of the Board.

A N N U A L BUDGET REQUEST FOR OPERATIONS-—FY 1 9 7 1 (1) The summaries listed below present recommendations for increases in the University's budget for operations during F Y 1971 — under the following three of the ten budget categories adopted by the Board of Higher Education: (a) New Programs; (b) Program Expansion and Improvement; (c) Other Specific Items. The present proposals have been prepared by the Executive Vice President and Provost and the Vice President and Comptroller, in the light of requests submitted by the three Chancellors and in consultation with the University Budget Committee. 1 The remaining seven categories a r e : Adjustments to the Base Budget; Statutory Increases; Salary Adjustments; Increased Enrollments; Operating Costs of New Buildings; Price Increases; Refunds. The increases to be requested in these categories are calculated in accordance with statutory regulations or through the use of formulae and procedures developed by the staff of the Board of Higher Education (in consultation with its Budget Formula Committee, consisting of institutional representatives). Most of these formulae involve the use of official enrollment figures for the current term, which at the University of Illinois did not become available until October 10. More than two weeks will be required to make the calculations and to prepare the final budget document for presentation to the Board of Higher Education by its deadline of November 1, 1969.
