Air Development Center, United States Department of Defense. The Board authorized on March 16, 1966, subcontracts (study phase) awards for detailed specifications and design work to three companies. Subsequently, by authorization of the Board on April 19, 1967, and July 26, 1967, a cost-plus fixed fee contract was entered into with Burroughs Corporation to fabricate and install the I L L I A C IV at a total estimated cost of $17,250,104. The basic goal of the I L L I A C IV project is to design the world's most powerful computer system. The approach is based on the concept of parallel processing. To achieve this, the project had to extend the state of the art in many technological areas. As a result of the unexpected problems encountered, the research and development costs currently estimated to complete fabrication and installation of the machine are approximately $22,000,000 — with an anticipated delivery date of mid-1970. The increased costs and delivery schedules have been fully discussed with the Burroughs Corporation and the cognizant government agencies. As a result, the Dean of the Graduate College at Urbana, with the concurrence of the Chancellor, requests that authorization be granted for the amendment of the contract with Burroughs Corporation providing an estimated cost of $22,000,000, subject to funds being made available under the prime contract with the Department of Defense. The Executive Vice President and Provost and the Vice President and Comptroller recommend approval of the requested authorization. I concur.

On motion of Mr. Swain, authorization was granted as requested.

AMENDMENT TO GRANT AGREEMENT WITH FEDERAL AVIATION ADMINISTRATION FOR ACQUISITION OF LAND AT W1LLARD AIRPORT (18) The Board of Trustees on February 19, 1964, approved the acceptance of a grant for the Federal Aviation Administration (then "Agency") in the amount of $92,443 for the purchase of land and airport improvements. The State Department of Aeronautics agreed to pay the matching costs of these improvements. This agreement was subsequently amended at the request of the Federal Aviation Administration and the State Department of Aeronautics to reduce the amount of the grant by $22,500. This first amendment to the grant was approved by the Board of Trustees on July 26, 1967. The Federal Aviation Administration and the State Department of Aeronautics have now requested that the original grant agreement be further amended for the purpose of deleting certain perimeter fencing and to reduce the monetary amount of the grant by $1,500. The President of the University, with the concurrence of appropriate administrative officers, recommends the acceptance of this proposed amendment and the adoption of the following resolution. Resolution Authorizing Acceptance and Execution of Second Amendment to Grant Agreement Between the United States and The Board of Trustees of the University of Illinois, Champaign-Urbana, Illinois WHEREAS, the Administrator of the Federal Aviation Administration, pursuant to request from The Board of Trustees of the University of Illinois, ChampaignUrbana, Illinois, and in order to advance the interests of the United States in civil aviation, has tendered a Second Amendment to the Grant Agreement executed by and between the Administrator of the Federal Aviation Administration, acting for and on behalf of the United States, and The Board of Trustees of the University of Illinois, Champaign-Urbana, Illinois, on February 26, 1964, covering a project on the University of Illinois-Willard Airport, F A A Project No. 9-11-026C404; and WHEREAS, it is necessary that said Second Amendment to Grant Agreement be duly and formally accepted by The Board of Trustees of the University of Illinois, Champaign-Urbana, Illinois; and WHEREAS, the said Second Amendment to Grant Agreement is in the words, figures and form following:
