appoint a special committee soon to review the recommendations in Education in the Health Fields for State of Illinois relating to a proposed "Illinois Institute of Health" (see Attachment B 1 — an excerpt from Education in the Health Fields for State of Illinois, pages 61-62). As noted in this excerpt, Recommendations 2 and 4, especially, propose rather fundamental changes in the size and functions of the Research and Educational Hospitals. In order that the Board of Higher Education (and the Health Education Commission) may have a full presentation of the University's own plans for the size and uses of its Hospital, it is recommended that a capital request in the amount of $650,000 be included among the capital projects to be presented formally to the Board of Higher Education at its meeting on September 9, 1969. The University would then include this item in its fiscal year 1971 capital request to be presented to the Governor and the General Assembly — unless developments prior to such submittal suggested the desirability of some modification of the proposal. In the latter event, the matter would be brought back to the Board of Trustees for further consideration. The Chancellor at the Medical Center campus, the Executive Vice President and Provost, and the Vice President and Comptroller recommend approval of these proposals. I concur. O n m o t i o n of M r . S w a i n , t h i s r e c o m m e n d a t i o n w a s a p p r o v e d b y t h e following vote: Aye, M r . Clement, M r . H u g h e s , M r . S w a i n ; no, none; absent, none. DEANSHIP OF THE COLLEGE OF EDUCATION, CHICAGO CIRCLE (2) The Chancellor at Chicago Circle has recommended the appointment of Dr Van Cleve Morris, presently Professor of Education at Chicago Circle, as Dean of the College of Education at Chicago Circle, beginning September 1, 1969, on a twelve-month basis, at an annual salary of $28,500. H e will continue to hold the rank of Professor of Education on indefinite tenure. Professor Morris' appointment is made after consultation with the executive committee and the faculty of the College of Education, the executive committee and the faculty of the School of Physical Education, the Dean's Council, and a special consultative committee. 2 T h e appointment of Dr. Morris will fill the vacancy which was created by the resignation of Dean David C. Epperson, effective August 31, 1969. T h e Executive Vice President and Provost endorses this recommendation. I recommend approval. O n m o t i o n of M r . C l e m e n t , t h i s a p p o i n t m e n t w a s a p p r o v e d . APPOINTMENT OF ACTING DEAN OF STUDENT AFFAIRS, CHICAGO CIRCLE (3) The Chancellor at Chicago Circle has recommended the appointment of Oscar Miller, Assistant Dean of the College of Business Administration and Associate Professor of Economics, as Acting Dean of Student Affairs, beginning September 1, 1969, on a twelve-month service basis, at an annual salary of $21,000. H e will continue to hold the rank of Associate Professor of Economics on indefinite tenure. Dean Miller has been involved in many activities closely related to student affairs, including his service as chairman of the Committee on Human Relations and Equal Opportunity and membership on the Committee on the Use of Facilities and the Neighborhood Relations Committee. The appointment will fill the vacancy which was created by the resignation of Dean Robert E. Corley. The recommendation is made after consultation with the
