The President of the University, with the concurrence of the appropriate administrative officers, recommends acceptance of this bid in accordance with the published terms of sale. ESTATE OF D. ALICE TAYLOR

(28) Section 6 of the Will of D. Alice Taylor reads as follows: "The other onehalf of said residue I bequeath and devise to the University of Illinois in trust to invest the principal sum thereof and to use the income therefrom for assisting needy worthy students of said University in pursuing their studies toward degrees conferred by said University." The Executor of the estate has transferred to the University cash and securities valued at $133,277.99. This represents the final distribution of the University's share, although it is possible that a small additional amount may be received in the future. In accordance with the terms of the Will and University policy, the funds will be invested in the endowment pool. The income will be used for student aid upon the recommendation of the University Committee on Financial Aid to Students. This report was received for record.

RECOMMENDATION CONCERNING PRESENTATIONS T O THE BOARD OF TRUSTEES ON MARCH 1 9 , 19 6 9

(29) A number of subjects relating to University policies and procedures were identified in the presentations received by the Board last month from the Black Faculty and Staff Association and the Black Students Association, and from the Concerned Citizens Committee of Champaign. As the Trustees are aware, a number of positive actions have been taken in recent years concerning several of the topics referred to (and concerning related matters not introduced in the presentations). In addition, new proposals now are receiving study by the Chancellor and his staff and by committees at the Urbana campus. From time to time the Trustees have received reports and information concerning them, and as the studies go forward, there will be further reports and possibly recommendations. Concerning the major subject raised by the Concerned Citizens Committee, the impact of University policies on housing beyond the campus, it is my recommendation that this subject be referred to the General Policy Committee of the Board. To provide the Committee with background and analysis, I have asked the Vice President and Comptroller to undertake with the Chancellor appropriate study of this question and its implications and to provide me with a report which I can present to the Committee as soon as may be feasible. A number of Trustees commented favorably on the recommendation, taking note of the University's obligation to appraise the problem and the potential for influencing positive action. President H e n r y indicated the desirability of bringing u p to date earlier University studies on housing. Accordingly, on motion of Mr. H a h n , the recommendation was approved and the Secretary was directed to communicate the action of the Board to the Concerned Citizens Committee of Champaign. SECRETARY'S REPORT T h e Secretary presented for record the following lists: appointments to the faculty made by the President; resignations, cancellation, and declinations; leaves of absence; and retirement. A copy of the report is filed with the Secretary.
