supervision. This project is to be constructed in the 1969-71 biennium and authorization to the architect is being limited at this time to the development of schematic studies of this project at a fee not to exceed $36,900. Funds for the complete architectural services have been requested in the 1969-71 capital budget request. Funds for the development of schematic studies are available in state capital appropriations to the University for 1967-69 from the Universities Building Fund. The Advisory Committee on Architectural and Engineering Services has approved this recommendation. O n m o t i o n of M r . EMPLOYMENT OF ENGINEERS, MEDICAL CENTER (25) The President of the University, with the concurrence of appropriate administrative officers, recommends the employment of Howell-Stiggleman Company, Chicago, for development of a program to air-condition patient care areas of the Hospital Addition, the General Hospital, the Neuropsychiatry Institute, and the Illinois Surgical Institute at the Medical Center campus. In addition, the firm is to prepare bid documents on the most important phase of this work and for which funds will be made available in this biennium. The engineer's fee will be based on actual salaries and wages of personnel directly engaged on the project, plus 100 per cent for overhead and commission, plus normal reimbursables, with the total fee not to exceed $45,000. It is further recommended that $45,000 be assigned from the Medical Center General Reserve. The Advisory Committee on Architectural and Engineering Services concurs in the recommendation to employ this firm.

On motion of Mr. Hahn, this recommendation was approved by the following vote: Aye, Mr. Clement, Mr. Grimes, Mr. Hahn, Mr. Hughes, Mr. Jones, Mr. Pogue, Mr. Swain, Mr. Williamson; no, none; absent, Governor Ogilvie, Mr. Page, Dr. Weatherly.

APPLICATION FOR GRANT FUNDS UNDER TITLE II OF THE HIGHER EDUCATION FACILITIES ACT OF 1 9 6 3 (26) Under the Higher Education Facilities Act of 1963, the United States Commissioner of Education is authorized to grant funds for the construction, rehabilitation, and improvement of academic and related facilities. The requirements of the Department of Health, Education, and Welfare for the submission of applications for grants under the Act necessitate the adoption of a formal resolution by the Board authorizing the filing of applications and designating the person to act on behalf of the University in connection therewith. It is recommended that The Board of Trustees of the University of Illinois adopt the resolution submitted herewith authorizing the filing of an application for a grant for the construction of Turner Hall Phase II (Turner Hall Addition) at Urbana-Champaign and designating Sidney M. Stafford, Director of Business Affairs at Urbana-Champaign, as the officer authorized to file the application on behalf of the University for construction at Urbana-Champaign. Resolution Authorizing t h e Filing of Application for G r a n t F u n d s U n d e r Title I I of t h e H i g h e r E d u c a t i o n Facilities Act of 1963 WHEREAS, the U.S. Commissioner of Education is authorized under the Higher Education Facilities Act of 1963 to grant funds for the construction, rehabilitation, and improvement of certain academic and related facilities; and WHEREAS, The Board of Trustees of the University of Illinois, the governing body of the University of Illinois, hereinafter called the Applicant, is cognizant of the conditions under which grant funds are made available and approved for payment to an applicant; and _ WHEREAS, it is the sense of the governing body of the Applicant that it is desirable to apply for a grant under Title II of the aforementioned act for the project described as follows:
