This action was taken in conformity with the prevailing practice at the other two campuses. Students in the following categories are eligible for such waivers: (a) holders of University fellowships; (b) holders of endowed fellowships that do not provide funds for the payment of tuition and fees; (c) recipients of tuition-and-fee awards who have no other form of financial aid. In order to bring the percentage of such waivers at the Chicago Circle campus up to the levels authorized for the other two campuses, the Executive Vice President and Provost, with the concurrence of the Chancellor at the Chicago Circle campus, recommends that the number of tuition-and-fee waivers be increased to a total of seventy. I concur. O n motion of Mr. Clement, this recommendation was approved.

APPROPRIATIONS FOR NONRECURRING EXPENDITURES

Urbana-Champaign Campus (18) The Chancellor of the Urbana-Champaign campus recommends the following appropriations from the Urbana-Champaign General Reserve : College of Fine and Applied Arts Krannert Center for the Performing Arts, equipment $ 50 000 Renovation and remodeling for which funds are assigned to the Department of Plant and Services : Remodeling in Y.W.C.A. for the offices of the Vice Chancellors and the Director of Business Affairs 100 000 Total, Urbana-Champaign General Reserve $150 000 Chicago Circle Campus After review by the Chicago Circle Committee on Nonrecurring Appropriations, the Chancellor recommends the following appropriations from the Chicago Circle General Reserve: Renovation and remodeling for which funds are assigned to the Physical Plant: Remodeling in University Hall for Personnel Services Office $ 22 500 Remodeling in the Science and Engineering Laboratory 34 550 Total, Chicago Circle General Reserve $ 57 050 The Executive Vice President and Provost and the Vice President and Comptroller concur. I recommend approval. O n motion of Mr. Pogue, these appropriations were made by the following vote: Aye, Mr. Clement, Mr. Grimes, Mr. H a h n , Mr. H u g h e s , Mr. Jones, Mr. Pogue, Mr. Swain, Mr. Williamson; no, none; absent, Governor Ogilvie, M r . Page, Dr. Weatherly. T h e President asked the Provost to speak about this item. Mr. Lanier reported that in the light of the Governor's message, there had been a screening of items to assure that only those essential to University operations next fall were included. A number of reductions had been made prior to the submission of the item.

TRANSFER OF ILLINOIS EYE AND EAR INFIRMARY TO THE UNIVERSITY OF ILLINOIS

(19) The Chancellor at the Medical Center campus has recommended to me that the University accept by transfer the real property, budget support, and personnel of the Illinois Eye and Ear Infirmary, Department of Children and Family Services, effective January 1, 1970. The Department of Children and Family Services has concurred in the proposed transfer.
