Chapter XIII — Vacation and Personal Leave University Policy: Vacation and Personal Leave B. Vacation and Personal Leave is earned by each employee for pay-status service in a Trainee, Apprentice, Provisional, Learner, or Status Appointment, subject to completion of an initial six months of such service. Chapter VII — Leaves of Absence University Policy: Leaves of Absence Leaves of absence without loss of pay and in some instances without pay may be granted to eligible employees, as defined by the President of the University, who also shall issue rules for the administration of leaves. Leaves of absence without loss of pay will be subject to completion of an initial six months of pay-status service. Seniority, Retirement, and Service Credit Transfer Benefits Seniority of nonacademic employees is established and generally controlled by the Statute governing the University Civil Service System of Illinois and by the Civil Service Rules issued under that Statue. Retirement benefits are provided by the Universities Retirement System Statute. Provisions relating to portability of service credits for benefit purposes appear in the University Civil Service Statute, in the State of Illinois Personnel Code, and in Rules, Regulations, Procedures, and Recommendations of the Code Department and of the University Civil Service System Merit Board. All of these promulgations leave areas in which the University may exercise some discretion in the administration and application of the benefits involved. Equity suggests there may be employers not mentioned in either the Code Department or Merit Board rules, e.g., the University of Illinois Foundation, in respect to whom reciprocal agreements for recognition of service credits and possibly of portability of certain accumulated benefits, e.g., Sick Leave, may be deniable. The policy statement proposed below is a delegation and direction to the President of the University under which he will issue rules and procedures as needed for administration of the benefits prescribed by the Statute. The proposed policy also authorizes the President to enter into reciprocal agreements with other employers relating to the recognition of past service benefits. Chapter XVII University Policy: Statutory and Inter-Institutional Benefits The State Universities Retirement System and the University Civil Service System of Illinois provide retirement, seniority and inter-institutional service credit transfer benefits, all as prescribed by state law and regulations issued thereunder. The President of the University shall issue rules for the granting and administration of these benefits within the University and may also establish reciprocal arrangements for recognition of past service credits with other employers relating to such benefits. A copy of the rules which the President proposes to issue upon approval of the above policy by the Board of Trustees is being filed with the Secretary of the Board for record. Also on file is a memorandum prepared for the President by the University Director of Nonacademic Personnel which identifies certain areas of University discretion and describes how this discretion is to be exercised under the proposed rules. I concur in the recommendations that these policies be approved as herein presented. Upon their approval appropriate rules will be issued as indicated and modified from time to time as circumstances warrant in accord with policies established.

On motion of Mr. Williamson, these recommendations were approved.

WAIVERS OF GRADUATE TUITION AND FEES FOR THE CHICAGO CIRCLE CAMPUS (17) In anticipation of the inauguration of graduate study at the Chicago Circle campus in 1967-68, the Board of Trustees approved on May 16, 1967, a total of twenty tuition-and-fee waivers for graduate students at the Chicago Circle campus.
