mendations related to income, and that these would inevitably deal with the level of charges for tuition, fees, and other sources. H e further stated that any examination of additional income from tuition and other sources must inevitably take into account the extent of the U n i versity's obligation to educational opportunity and the needs of lowincome students. In this sense, the document before the Trustees should not be regarded as the final judgment either of the administration or of the Board of Trustees for F Y 1973. T h e ultimate question, he said, is one that must be answered by others, namely, what is the extent of the commitment of the people of Illinois, through the legislature, the Governor, and other state agencies, to the support of higher education? T h e University will ultimately have to adjust to that commitment. Mr. Neal expressed his hope that, in looking at the total situation, it would be recognized that in the long review process at many levels inevitably University priorities are strongly influenced by the judgments of others. H e expressed the hope that in this process the persistent need for support for disadvantaged and low-income students would be firmly kept in mind. Following general discussion of the specific request and the longrange implications, on motion of Mr. Swain, the request was approved as recommended by the following vote: Aye, Mr. Forsyth, Mr. H a h n , Mr. H o w a r d , Mr. Hughes, M r .
