The Comptroller commented on this matter. On motion of Mr. McKelvey, the above resolution was adopted, subject to an approving legal opinion on the right of the Board to execute an instrument transferring real property outside the State of Illinois, by the following vote: Aye, Mr. Davis, Mr. Fornof, Mrs. Grigsby, Mr. Jensen, Mr. Karraker, Mr. Livingston, Dr. Luken, Mr. McKelvey; no, none; absent, Mr. Green, Dr. Meyer, Mr. Nickell.

APPOINTMENT OF ALIENS TO T H E FACULTY (17) T h e following appointments to the faculty of non-citizens have been approved as an exception to the University policy because of their special qualifications and the difficulty of securing instructional personnel. ROBERT MOSSE (Special Research Professor of Economics, University of Washington), as Visiting Professor of Political Science beginning February I, 1944, at a salary of $450 per month. This appointment is for service in the Army Specialized Training P r o g r a m in Foreign Area and Language Study. Dr. Mosse, a native of France, has been appointed to this position because of his knowledge of languages and foreign affairs. H e has applied for citizenship. KURT EICHELBAUM, Assistant in Orthopaedic Surgery, beginning January 1, 1944, without salary. Dr. Eichelbaum is a native of Germany. H e has applied for citizenship. These appointments are for definitely limited periods, although they are subject to renewal if the services of these individuals are still required when the initial appointments terminate. Their future status as members of the University staff will also depend on their progress toward becoming naturalized citizens.

On motion of Mr. Davis, the action of the President in making these appointments was approved and confirmed.
