page 310), for insulation of attics. T h e Home Insulation Company was the only firm to submit a bid. However, the Department has checked the bid received and believes it acceptable. Accordingly, the Comptroller recommends award of a contract to the H o m e Insulation Company for the following work: 1. Insulation of High School Gymnasium $1 198 08 2. Insulation of Ceramics Building 779 00 3. Insulation over the toilet and locker room of the North Garage 320 00 Total $2 297 08 All the above is attic or top story insulation for the primary purpose of reducing heat losses.

On motion of Mrs. Grigsby, this contract was awarded as recommended.

CONSTITUTING AGREEMENT WITH UNITED STATES RELATIVE TO OPERATION AND MAINTENANCE OF THE UNIVERSITY OF ILLINOIS AIRPORT

Whereas the Administrator of Civil Aeronautics of the United States Department of Commerce (hereinafter referred to as the "Administrator"), with the approval of a Board composed of the Secretary of W a r , the Secretary of the Navy, and the Secretary of Commerce, has designated as necessary for national defense a project (herein called the "Project") for the development of the University of Illinois Airport (herein called the " A i r p o r t " ) , which project is identified as 004-11-17. Without limiting the generality of the term "project," the term "project" as used in this resolution contemplates in addition to other improvements that may hereafter be authorized by the Administrator and the University of Illinois (herein called the "University"), the following development by the United States: Clear, grub, drain, seed and fence landing area; pave N / E , S / W , N / W , S / E and N / S runways 150'x 5300' each; construct necessary 50' taxiways and grade 1000' safety area at each end of each runway and construct apron; and Whereas as a condition precedent to release and operation of the project, the Administrator requires that the University have certain property interests in the landing area of the Airport and the lands to be improved under the project and enter into an agreement with the United States (herein called the "Government") in the manner and form hereof; and Whereas the University is legally, financially and otherwise able to enter into such an agreement and desires to avail itself of the benefits of prosecution of the project; Now, Therefore, Be It Resolved by the Board of Trustees of the University of Illinois: Section 1. That for and in consideration of the development of the Airport by the Government, as contemplated by the project, the University does hereby covenant and agree with the Government as follows, this agreement to become effective upon the award of any construction contract for any portion of the
