cational Hospital. This schedule was based on similar schedules which had been adopted by the State Department of Public Welfare. In October, 1943, the Department of Public Welfare, without conference with the University, issued a new schedule of rates for its employees based on the State Standard Pay and Classification Plan approved by the last General Assembly, plus $10 a month additional as a cost of living adjustment. T h e result is that the State Department is paying monthly salaries in classifications comparable to those in the Research and Educational Hospital in excess of those previously approved by the University. Many of the employees were connected with the Hospital when it was a part of the Department of Public Welfare. Under the State Employees Retirement Plan, also approved by the General Assembly at the last session, such employees can receive credit for prior service in the Department if they return to the service of the Department by December 31, 1943. It appears certain that, unless the University can substantially meet the new scale of compensation approved by the Department, many of these employees will transfer to other state institutions, causing an exceedingly difficult problem of replacement. T h e problem has been considered by the University Civil Service Committee and, on the recommendation of Executive Dean Allen and Business Manager Millizen, the University Committee has recommended approval of new monthly salary ranges as follows, effective January 1, 1944, for the duration of the war Present Proposed Salary Salary Supervisory Nurse $152-167 $152-190 Head Nurse 142-157 142-170 Staff Nurse 132-147 132-150 Nurses Aide 106-116 106-125 Orderly 118 118-135 Kitchen Helper ioi-m 101-125 Seamstress 80-110 90-125 T h e Board Committee recommends approval of this proposal. 2. T h e Board Committee has also received a recommendation from the University Civil Service Committee that the following classifications in the Physical Plant Department (Urbana) be moved from the Cost of Living Group to the Prevailing Wage Group and that their wages be set as indicated below: Automotive Mechanics from 86£ an hr. to 91$ an hr. Garage Attendants from 73^ an hr. to 8s<t an hr. T h e Board Committee on Civil Service and Employees recommends approval of this proposal, effective December 1, 1943. 3. T h e Board Committee is informed that the additional cost resulting from these adjustments will be about $37,000 a year. W e recommend that the President and the Comptroller be authorized to make adjustments in the budgets of the Research and Educational Hospital and the Physical Plant Department to cover these changes to the extent possible within existing general budget reserves, and any balance over and above such adjustments shall be met from existing budgets of the respective departments.
