RECOMMENDATIONS FROM FACULTY COMMITTEE ON PATENTS (3) The Faculty Committee on Patents submits the following report on scientific discoveries made by the University's staff: 1. A screening smoke mixture developed in research work in a contract between the University and the Office of Scientific Research and Development of the United States Government. This work was done by Professor J. C. Bailar, Jr., and Mr. R. W . Parry, of the Department of Chemistry. The Committee recommends that this discovery be released to the United States government. 2. A method of making fluorosulfonic acid, also developed during research work under a contract with the Office of Scientific Research and Development, by members of the Department of Chemistry. It is the opinion of the Head of the Department that the discovery can not be of any practical or commercial value. T h e Committee recommends that the discovery be released to the United States government. 3. Certain compounds which tests indicate may possess the property of producing some analgesic action similar to that of aspirin, developed by Professor R. L. Shriner, now on the faculty of Indiana University, while he was a member of the staff of the University of Illinois. Members of the Department of Chemistry are of the opinion that there is little likelihood these compounds would ever prove of therapeutic value and that there is no reasonable possibility that either commercial use or protection of scientific research would justify expenditure of University funds for patent applications. T h e Committee recommends that this discovery be released to P r o fessor Shriner. I concur in the Committee's recommendations.

On motion of Mr. Fornof, these discoveries were released as recommended.

APPOINTMENTS TO UNIVERSITY CIVIL SERVICE COMMITTEE (4) In accordance with the plan of organization of the University Civil Service Committee approved by the Board on July 25, 1942 (Minutes, page 32), I submit nominations to the Committee for the year 1943-1944 to serve from this date until November I, 1944, or as soon thereafter as their successors are chosen. Nominations by the Urbana Employee Council: GEORGE J. OEHMKE, Senior Laboratory Mechanic, Department of Mechanical Engineering (reappointment).

Nominations by the Chicago Employee Council: ARTHUR L. HESSE, Acting Supervisor, Animal Hospital, College of Medicine. Nominations by the President of the University: JOHN F. BELL, Professor of Economics; Acting Director, Bureau of Economic and Business Research. PAUL E. JOHNSTON, Professor of Agricultural Economics; State Supervisor, Emergency Farm Labor. FRED B. SEELY, Professor of Theoretical and Applied Mechanics and Head of Department (reappointment). RUSSELL N. SULLIVAN, Assistant Professor of Law (reappointment). I also nominate Professor Sullivan to continue as Chairman of the Committee for the coming year. Mr. Lloyd Morey, Comptroller, serves as Executive Secretary, ex officio.

On motion of Mrs. Grigsby, these appointments were made as recommended.

APPROPRIATION FOR STUDIES OF EDUCATIONAL PROGRAMS (5) T h e report of the American Council on Education Commission, which made a survey of the University of Illinois, includes fourteen specific recommenda-
