742 BOARD OF TRUSTEES [October 29 Instrument Rental T h e Army will pay the University rental fees for microscopes owned by the University and rented by it to trainees, at the rate of $4 and $5 a quarter for different types of instruments. T h e Comptroller requests authority to execute with the Secretary of the Board a contract with these provisions. I recommend approval. On motion of Mr. Davis, the execution of this contract was authorized as recommended. REPORT OF SPECIAL COMMITTEE ON UNIVERSITY CLUB OF URBANA (21) T h e special committee on the University Club of Urbana, to which the question of a proposed agreement with the Club was referred by the Board of Trustees on August 31, 1943 (Minutes, page 494), has prepared the following report. REPORT OF SPECIAL COMMITTEE ON UNIVERSITY CLUB OF URBANA Your special committee to consider the proposed agreement with the University Club of Urbana met September 21, 1943, at which time there were also present, President Willard, Comptroller Morey, Director Havens, and Messrs. W . S. Monroe, President, J. J. Doland, and J. G. Van Derpool of the University Club Board of Governors. A full discussion of the proposal as submitted to the Board of Trustees at its last meeting developed two main points: 1. T h e desirability and feasibility of the University to proceed in its program to acquire the land in the block between Green and Illinois Streets, east of Mathews Street for future building expansion by purchase of the property of the University Club of Urbana. T h e University already has purchased one parcel, the second lot to the west of the Club land. 2. The value of encouraging and giving support to a University Club of faculty members as good business and institutional practice and recognition of the Club for its worth as an instrument for morale building among the faculty, and its further worth as a social institution offering opportunity for staff men to become better acquainted with each other and thus broadening the perspective of all. T h e Committee believes this presents an opportunity to acquire the additional lot and recommends that the Board do proceed with its policy of land purchase in this area and that it do now purchase for the sum of $22,500 the property of the University Club, a price in line with the appraised value of the property and in line with the $8,500 which was paid for the parcel to the west in August, 1042, which is not quite half the size of the Club property. The Committee further recommends that the Board of Trustees recognize the value to the University of the University Club of Urbana and enter into an agreement with the Club on the basis of the following provisions: I. T h e University will lease the property to the University Club for possession and operation by it for Club purposes, for the period ending June 30, 1945, with option to the University to continue, until such time as the University requires the property for University purposes, under the following conditions: (a) The University will pay the operating expenses of the building, including heat, electric current, water, taxes, and insurance, and will provide ordinary repairs to the building, in general accord with previous standards consistent with temporary use and occupancy, not including remodeling or improvement. (Estimated at $2,500 a y e a r ) . (b) T h e Club will operate the building and maintain food services and room-renting services and Club activities, for which it will assume all financial responsibility, including repair and replacement of equipment and furnishings (house and food service), (c) T h e Club will be responsible for the payment of its outstanding debentures and other indebtedness. All funds received from the University for purchase price of the property will be applied first to the redemption of debentures. ( d ) All members of the University faculty and staff not members of the Club will be given the privilege of food service at the Club at a higher rate than charged to Club members. Such persons would not have the benefit of
