All items are subject to adjustment on basis of actual cost, except those listed under " U s e of Facilities" and the first three under "Operation and Maintenance." I concur in these proposals and recommend approval.

The Comptroller presented this matter. On motion of Mr. Nickell, the Comptroller and the Secretary were authorized to execute contracts as recommended.

CONTRACT FOR REMODELING MILITARY STABLES (39) A portion of the military stables, which are not now required for the use of the Military Department, since all horses have been withdrawn by the W a r Department, has been temporarily assigned to a Government research program. Certain remodeling is essential, funds for which are provided in the research contract. A schedule of bids received by the Physical Plant Department is attached. T h e Physical Plant Department and the Comptroller recommend that bids be awarded to the following low bidders, and the Comptroller requests authority to execute these contracts with the Secretary of the Board: General work, Corkery & Siems $2 089 Electric work, Dexter Electric Shop 550 Plumbing and heating work, Champaign Plumbing and Heating C o . . . 750 Ventilating work, Champaign Sheet Metal Company 600 Total .$3 089 I concur in this recommendation.

On motion of Mr. Jensen, these contracts were authorized as recommended.

APPOINTMENT OF MAURICE K. FAHNESTOCK AS RESEARCH PROFESSOR OF MECHANICAL ENGINEERING AND ASSISTANT DIRECTOR OF THE ENGINEERING EXPERIMENT STATION (40) T h e Dean of the College of Engineering and Director of the Engineering Experiment Station recommends that Maurice K. Fahnestock, now Research Associate Professor of Mechanical Engineering, be appointed Research Professor in the Department of Mechanical Engineering on one-half time on indefinite tenure and Assistant Director of the Engineering Experiment Station on one-half time for two years, effective September I, 1943, at a total annual salary of $5,400. (41) T h e Comptroller's quarterly report. I submit this report of the financial operations of the University for the quarter ended June 30, 1943. Since this date is the end of a fiscal year and of a biennium, and since it is my practice to prepare and publish at a later date a complete report of the year's operations, and since the audit for J u n e 30 by independent Auditors is not yet completed, financial statements are omitted from this report, and summary information only is presented. T h e General Reserve of the University on June 30, 1943, was $172,934 as compared with $37,428 on June 30, 1042. T h e present balance is after allowing for an increase of $100,000 in the Working Cash fund of the University as authorized by the General Assembly. T h e increase is due to lapses resulting from unused salaries of persons on leave and unused appropriations for expense and equipment. State tax funds appropriated for the biennium were fully expended or encumbered as of June 30. Other balances on hand at that date were chiefly in t h e University income fund in the State Treasury.
