necessary to meet possible emergencies in the succeeding semester, may be expended for supplies, special equipment and improvements for the McKinley Hospital or to meet emergency situations which may arise from time to time." The Advisory Committee of the University of Illinois Mutual Benefit Hospital Fund recommends: (a) that it be discontinued at the close of the summer semester, 1943; (b) that any balance remaining in the Mutual Benefit Hospital Fund be retained by the Board of Trustees as a trust fund to be used for the purposes stated in the regulations of the Fund as above set forth, on the recommendation of the Dean of Men. I concur and recommend approval.

On motion of Mr. Jensen, these recommendations were approved and adopted.

INSURANCE CONTRACT FOR HOSPITAL AND MEDICAL SERVICES (26) In approving a uniform hospital and medical service fee on April 29, 1943 (Minutes, page 325), for all students in the Urbana Departments, the Board authorized continuation, for the present, of carrying insurance to cover obligations under the plan as has been done in recent years in connection with the Mutual Benefit Hospital Fund. In accordance with this action, the Purchasing Agent invited quotations from all agencies and companies who, from time to time, have indicated an interest in quoting on such a contract, sixteen in number. T h e following quotations were received: Occidental Life Insurance Company of California, through C. A. Atwood Agency, Champaign: Students and spouses of students, per semester, $4.75; University employees and spouses of employees, per semester, $4.75. No limitation as to number participating. Contract to cover all services provided under the plan approved by the Board, including laboratory and medicine charges not to exceed $5 a semester. Federal Life Insurance Company, Chicago, through Robert A. Adams, Agent, Chatsworth, Illinois: Students and spouses of students, per semester, $4.75; University employees and spouses of employees, per semester, $4.75. Seventy-five per cent participation of each specific group would be required; namely, students, spouses of students, employees, and spouses of employees. Laboratory and medicine charges allowed not to exceed $20 a semester. General Accident Fire & Life Assurance Corporation, Philadelphia, through Max Stark, Champaign: University students, per semester, $6.90. ( N o quotation on other groups). Laboratory and medicine charges allowed to the extent of $2.50 a semester. Mutual Benefit Health & Accident Association, Omaha, through Waldo B. Ames, of Moore, Case, Lyman, and Hubbard, Chicago: University students and spouses of students, per semester, $7; University employees, per semester, $7; spouses of University employees, per semester, $5. In all groups other than University students, at least 75 per cent participation is required. Laboratory and medicine charges allowed not to exceed $2.50 a semester. T h e semester rates of Occidental and Federal Life are the same. Federal Life allows $20 a semester laboratory charges as against $5 a semester allowed by Occidental. However, Federal Life requires 75 per cent participation of each non-student group, and such an arrangement is impossible. An allowance of $5 a semester for laboratory and medicine charges is considered satisfactory, and is twice the amount that has been allowed in the past. University officers concerned believe that an allowance of $20 a semester for such items might be disastrous to the contracting company, judging from an experience suffered by one company in a previous contract. Occidental Life Insurance Company has had the contract for the year 1942-1943 and its services and methods of operation have been highly satisfactory. T h e University Health Officer, the Dean of Men, and the Comptroller recommend that the contract for hospital and medical service insurance for the year 1943-1944, covering the three semesters of that year, in the Urbana departments be awarded to Occidental Life Insurance Company of California, through the C. A. Atwood Agency at the terms above set forth.
