3. Functional supervision of business operations in all departments, including prescription of business methods, advice on business policies, and approval of selling prices of services, products, and surplus assets. 4. Handling of all personnel relations with Civil Service employees subject to actions of the University Civil Service Committee, of which he is to be Executive Secretary. ( T h e Comptroller continues, to serve as University Civil Service Appointing Officer.) 5. Receipt of bids on purchase and construction contracts and approval of awards except as reserved by the Board. 6. Examination and approval of contracts, handling of business aspects of research contracts and agreements and patent applications. 7. Negotiation for the purchase of all real estate under approval of the Board. 8. Supervision of the purchase of all materials, equipment, insurance, and surety bonds. 9. General supervision of all University property, maintenance of inventory records, handling of tenant property and leases of same. 10. Supervision of all central storerooms and receiving stations, and functional supervision over departmental storerooms and shops. 11. Custodian of military property lent to the University by the Federal Government. 12. Maintenance of working relations with state and federal officers as to matters under his jurisdiction. 13. Such other duties of a business management character as may be assigned to him by the President or the Board. Proposed Functions of Comptroller T h e Comptroller shall be appointed by the Board on the nomination of the President of the University. H e shall be the fiscal and accounting officer of the Board and of the University. H e shall be administratively responsible to the President of the University, and accountable to the Board. H e shall have supervision over the offices of the Chief Accountant, Bursar, Auditor, and corresponding functions in the Chicago division of the University, and such other offices as may be established within the scope of his responsibilities. H i s functions shall be as follows: 1. Budget operation and control, including assistance to the University Council and President in preparation of internal and legislative budgets. 2. Supervision over the collection and deposit of all income. 3. Examination and approval for the Board of all proposed obligations and of all expenditures and preparation of vouchers and checks in payment of expenditures. 4. Checking of competitive bids and awards on purchases and contracts of $1,000 and over, and approval of such items in emergency. 5. Execution (with Secretary of Board) of minor contracts when approved by proper University officers, and execution of other contracts when authorized by the Board. 6. Maintenance of all necessary general accounting records and maintenance of or supervision over all subsidiary accounting and inventory records and prescription or approval of all accounting systems and procedures. 7. Internal audits of the transactions and records of all departments, officers, and employees responsible for the receipt or expenditure of money, keeping accounts, or custody of property and of the accounts of affiliated organizations. 8. Preparation of all financial reports, and furnishing of financial information to the Board, the President, the Business Manager, and all University officers and department heads. 9. Maintenance of working relations with state and federal fiscal offices as to matters under his jurisdiction, and preparation of all financial reports required by state and federal governments. 10. Serving as University Civil Service Appointing Officer. ( T h e Business Manager will become Executive Secretary of the University Civil Service Committee.)
