SECTION 2. T h e sum of twenty-five thousand dollars ($25,000), or so much thereof as may be necessary, is appropriated to the University of Illinois, for the Division of Services for Crippled Children, to be expended for expenses incident to follow-up care of victims of poliomyelitis in the acute state, or of post-poliomyelitis of not greater than one year's duration, who a r e eligible for care on the same terms as in the annual plan of the Division referred to Section I, except for age.

Be it enacted by the People of the State of Illinois, represented Assembly: in the General

SECTION I. T h e sum of $40,000, or so much thereof as may be necessary, is appropriated to the Board of Trustees of the University of Illinois to meet the ordinary and contingent expenses of the University of Illinois in administering " A n Act creating the Illinois Farmers' Institute," approved June 24, 1895, as amended. SECTION 2. T h e appropriation herein made is subject to provisions of " A n Act in relation to State finance," approved June 10, 1919, as amended.

H O U S E BILL 7 2 4 A N A C T to amend Sections 3, 5, 6, 7, and 8 of " A n Act creating the Illinois Farmers' Institute," approved June 24, 1895, as amended, and to repeal Sections 4 and 9 thereof. Be it enacted by the People of the State of Illinois, Assembly: represented in the General

SECTION I . Sections 3, 5, 6, 7, and 8 of " A n Act creating the Illinois Farmers' Institute," approved June 24, 1895, as amended, are amended to read as follows: SEC. 3. T h e affairs of the Illinois Farmers' Institute shall be managed by the Agricultural Extension Service of the College of Agriculture of the University of Illinois. T h e Extension Service shall expend the funds appropriated to sustain the Institute in such manner as in its judgment will best promote the interest in useful education among farmers and develop t h e agricultural resources of the State. I t may engage such agents and employees as a r e necessary for organizing and conducting the work of the Institute and provide for their compensation. T o assist and advise the Extension Service in the management of the Institute, there is created a Board of Advisors, consisting of t h e : 1. State Superintendent of Public Instruction. 2. Director of the State Department of Agriculture. 3. President of the State Horticultural Society, and seven members at large, four of whom shall be men and three of whom shall be women, to be selected
