PURCHASES RECOMMENDED (11) T h e Comptroller recommends that the following purchases, submitted by the Purchasing Agent, be authorized: 1. T w o vacuum return line heating pumps, one 40,000 and one 65,000 sq. ft., from the Mid-States Engineering Company, Champaign, representing the C. A. Dunham Company, Chicago, the lowest bidder on the specifications, at their price of $1,791.40. 2. Fifteen items of rubber dam clamps and accessories, for resale to students in the College of Dentistry, from the L. D. Caulk Company, the lowest bidder, at the total quoted price of $1,030.11. 3. T h e following items: 3,000 grams dl-threonine; 2,850 grams dl-methionine; 2,000 grams 1(plus)-lysine monohydrochloride;—from Merck and Company, Rahway, New Jersey, at their price of $6,028.20, f.o.b. Rahway. These are special items, required for research in amino acids in the Department of Chemistry, to be charged to Organic Chemical Manufactures. They are available only from one source at this time. 4. Seventy-five to one hundred purebred Hampshire ewes and four purebred Hampshire rams, at an approximate cost of $4,500 to $5,000, the price depending upon the market at the time of purchase, to be charged to the Bankhead-Jones fund for pasture expense. CONTRACT FOR ELECTRICAL WORK IN SANITARY ENGINEERING LABORATORY (12) Bids have been invited by the Physical Plant Department for electrical work required in the Sanitary Engineering Laboratory which was not included in the general contract previously awarded. Only one concern, the J. M. Bean Electrical Company of Urbana, submitted a proposal, in the amount of $2,675. T h e Physical Plant Department has checked the proposal and considers this acceptable. T h e Comptroller recommends that the contract be awarded to this concern and that the Secretary of the Board and himself be authorized to execute it. I recommend approval.

The Comptroller presented this item. On motion of Mr. Jensen, this contract was awarded as recommended.

APPROPRIATION FOR UNIVERSITY C O U N C I L OF DEFENSE (13) T h e University Council of Defense requests an appropriation of $2,300 for the fiscal year beginning July I, 1943, for the continuation of the program of civilian defense on the campus at Urbana during that period. T h e following budget of estimated expenditures is submitted: Clerical $1 200 Lectures and demonstrations 430 Printing and publications 250 Travel 60 Office supplies 60 Telephone and telegraph 15 Express invoices 10 First aid 50 Contingencies 225 Total $2 300 T h e University has developed a program of civilian defense which should be maintained not only for the protection of the University's property but because as a State agency the University is responsible for setting an example. T h e State through its Illinois Council of Defense is taking a great deal of interest in the University's program, which has been pointed out to other communities. In my judgment, it is important that this program be continued, and I therefore recommend the appropriation requested.
