transactions and speeding the operations of the fund. In order for us to get reimbursement we must get a signed receipt from every individual to whom a payment is made. This involves a certain amount of delay. We must then voucher tile item and submit vouchers to the State Auditor, and the shortest period possible to secure reimbursement after the vouchers leave our office is about one week and sometimes longer. "In June we had a situation of this kind and certain employees appealed to the State Department of Labor. W e informed Mr. Gordon of the Department of Labor of the situation, and the next day reimbursement checks came from the Auditor's Office which relieved the situation. "The only adequate relief to the situation would be to secure an increase in our working cash fund and this would require legislative action. We are applying every possible method of reducing the transactions of the fund and decreasing the time required for reimbursement. Whether we can meet our problem satisfactorily in this manner I cannot at this time say. If we cannot, we will vmdoubtedly have complaints from, our workers until such time as we can secure an increase in the fund."

LEAVE OF ABSENCE FOR ASSOCIATE PROFESSOR H. K. ALLEN

(21) Dr. H. K. Allen, Associate Professor of Economics and Director of the Bureau of Economic and Business Research, requests a leave of absence, without pay, for one year from September 1, 1942, to accept a position as State Price Officer for Illinois for the Office of Price Administration. H e has been requested by Federal authorities to accept this position, and they have appealed to University officials to release him for such service. I recommend approval for one year only.

On motion of Mr. Wieland, this leave was granted as recommended.
