The President of the University presented the following material relative to the report of the survey of business administration and organization of the University made by the firm of Booz, Fry, Allen, & Hamilton: i. Preliminary correspondence and records. 2. Letter of transmittal of the report, dated August i, 1942. 3. Administrative review of the report. 4. Administrative leadership at the University of Illinois. After the reading and discussion of these documents, Mr. Davis offered the following motion, which was adopted:

1. T h a t the President of the University be requested to have the survey report duplicated and sent with his analysis and recommendations to the members of the Board of Trustees, to the Chairman of the Executive Committee of the University of Illinois General Advisory Committee, and to the American Council on Education Commission to Survey the University for its opinion; 2. That the President furnish Booz, Fry, Allen, & Hamilton copies of the documents presented at this meeting; 3. That the President discuss with representatives of Booz, Fry, Allen, & Hamilton, the recommendations in their survey prior to the next meeting of the Board; and 4. T h a t Mr. Edwin G. Booz and the associates be asked to appear at the next meeting of the Board to discuss their recommendations. 1. GENTLEMEN :

December 24, 1941

At the meeting of the Board of Trustees on December 16, the President of the University of Illinois was instructed to employ your firm to make a survey of the business operations, business departments, activities, and methods of the University. T h e total cost of this survey, including your fee and all expenses, is not to exceed $20,000. This is the maximum amount and may be less. It is my understanding that as the survey proceeds certain areas may require less time than now contemplated, or the entire survey may be shortened by mutual agreement, in which case a reduction in charges would result. There is enclosed a general outline of the scope which it is expected the survey will cover, in conformity with instructions given me by the Board of Trustees in the resolution formally adopted on this subject, and informally in the meeting but without actual recordation in the minutes. A copy of the action of the Board of Trustees is enclosed. It is understood by the Board, and I was so advised, that the range of the survey will be determined by me. While it may not always be easy to draw a distinct line of demarcation between business operations on the one hand and educational and scientific research work on the other, a line however which the Board of Trustees expects us to observe with reasonable fidelity, I am sure that we shall be able to work out these problems through conferences and discussions from time to time. It is also my understanding that in addition to a final report, you will submit reports of progress periodically so that we may take advantage of any suggestions which are accepted by the University and approved by the Board of Trustees.
