II. Organization and Functions 1. The officers of the Chicago Mini Union Board shall consist of a faculty member as Chairman, a student member as President, each elected by the members of the Board. The Social Director of the Union shall serve as Secretary of the Board. T h e Chairman -will serve as the presiding officer and spokesman of the Board. In the absence of the Chairman, the President shall be the presiding officer. 2. Meetings of the Board shall be held at least once each quarter of the academic year. Additional meetings may be scheduled as required on call of the Chairman. 3. It will be the responsibility of the Chicago Mini Union Board to serve in an advisory capacity to the Director of the Union in relation to planning for effective social, cultural, and recreational programs for individual students, recognized student groups, and other personnel of the Chicago Professional Colleges. 4. T h e Chicago Mini Union Board may establish committees to assist in carrying out specific phases of its responsibilities. Each committee established to aid in the development of general student programs within the Union building shall consist of at least five students representing recognized and approved student organizations. The Social Director of the Union shall be an ex officio member of each committee established for general student programs. Members of committees shall be appointed by the Chairman of the Board who will be guided in the selection of student members by recommendations of the Social Director of the Union. Appointment of a Chicago Mini Union Board, as proposed above, is intended to strengthen the relationships of faculty and students and to assist in developing an appropriate environment for student life and activities. It does not change the present responsibility of (1) the Associate Director of the Physical Plant at the Chicago Professional Colleges for the operation and management of the Chicago Mini Union building or (2) the Dean of Student Affairs for the social, cultural, and recreational programs for students within the building. The Director of the Chicago Mini Union serves as the executive agent of the Associate Director of the Physical Plant and the Dean of Student Affairs in relation to management and operating responsibilities. The Dean of Students, the Director of the Mini Union at Urbana, and the Director of the Physical Plant have been consulted, and their suggestions have been incorporated in this proposed reorganization. The Vice-President in charge of the Chicago Professional Colleges concurs in the recommendations. I recommend approval of this reorganization to replace the original plan of organization of the Chicago Mini Union approved by the Board of Trustees on July 22, 1941, and as printed on pages 398 to 401 of the minutes of that meeting; and that the President of the University be authorized to approve such changes as may be found necessary from time to time in the light of experience with this new organization.

On motion of Mr. Pogue, these recommendations were approved.

ACCEPTANCE OF VIDEOTAPE RECORDER AND APPROPRIATION FOR INSTALLATION AND ACQUISITION OF EQUIPMENT FOR VIDEOTAPE RECORDER (23) T h e National Educational Television and Radio Center has offered the University a videotape recorder, valued at $53,000, and a supply of tape, valued at $10,000, for use by Station W I L L - T V . In accepting this offer, the University must agree to pay for installing the recorder and to purchase certain accessories and technical equipment. This is estimated to cost $11,000. In addition, the University must agree to maintain the equipment in good repair and working order and to carry such insurance on it as is customarily carried by broadcasting stations. Title to the recorder would remain in the National Educational Television and Radio Center for five years after which title would be transferred to the University. I recommend acceptance of this offer, under the conditions indicated, and that an appropriation of $11,000 be made from the General Reserve Fund to meet the University's share of the costs.
