I recommend that: The action of the Executive Committee in awarding the construction contracts as listed above be confirmed. The assignment of $200,000 as an advance from Housing Division Reserves to provide funds for the interim financing of construction until the proceeds of the sale of bonds are available be approved. The Comptroller and the Secretary of the Board be authorized to execute the contracts and to assign all of the mechanical contracts to Kuhne-Simmons Company, Inc., the genera] contractor, for direction and supervision. The Executive Committee be authorized to sell the bonds on which bids will now be received on September 29, 1959, to approve a loan agreement with the Housing and Home Finance Agency, and to take such other actions as may be necessary in connection with the financing of the construction of the Peabody Drive Residence Halls. It is recommended that a meeting of the Finance Committee and of the Executive Committee be scheduled for September 29, 1959, to take action on the bids on the bond issue with the understanding that all other members of the Board of Trustees be invited to attend this meeting. CHANGE IN CONTRACT FOR CONSTRUCTION OF UTILITIES DISTRIBUTION SYSTEM (17) On recommendation of the Director of the Physical Plant and the VicePresident and Comptroller, authorization has been given to an increase of $8,158 in the contract with C. A. Petry and Sons, Inc. for the construction of a transformer room DC-2 in the Utilities Distribution System. This change is to provide for the reconstruction of a part of the transformer room of the electrical load center attached to the west side of Burrill Hall to offset ground water pressure by installation of sump and underfloor drain tile and other measures to prevent accumulation of water in the transformer room which would make the transformer useless. T h e load center will also serve the new Physics Building which is scheduled to go into operation at the beginning of the first semester of 1959-60. In view of the time factor involved, emergency action was deemed necessary and immediate authorization of the change order was approved to avoid any delays in completion of the work prior to the opening of the academic year. Such emergency action is authorized under the Illinois Purchasing Act. Funds are available in the state capital appropriations to the University for 1957-59Confirmation of this action is requested. ADDITION TO CONTRACT FOR CONSTRUCTION OF GRADUATE STUDENT RESIDENCE HALL (18) The Director of the Physical Plant and the Vice-President and Comptroller recommend an increase of $2,624.20 in the contract with Felmley-Dickerson Company, Urbana, for construction of the Graduate Student Residence Hall. The contract provides for an average depth of 32 feet for foundation piles, with unit prices specified for variation in the length as ground conditions require. The change is for the extra cost for additional length of pile required and for addi-
