T h e Committee recommends that in all cases where a petitioner is excused from compulsory military science on grounds of conscience, he be required to enroll in and pass the following courses (total of five hours) : (a) Political Science 184, International Relations, two hours; and (b) one of the following history courses: History 291, History of Land W a r f a r e , three h o u r s ; History 292, History of Naval Warfare, three h o u r s ; History 295, Reading Course, three hours. The plan outlined is in accord with the provisions of United States law which permits a person drafted to secure assignment to special duty if he is a conscientious objector. Military training is not a requirement for graduation in any of the undergraduate or professional colleges but is a general University requirement. All male students, unless specifically exempted under University rules, must register for military training and must take the full basic course, whether they intend to graduate or not. F o r example, students who are over twenty-two years of age when enrolling, students entering with junior or higher standing, and students who are physically disqualified are exempt. Since credit for military training is not required for graduation, Senate action on the recommendation of the Committee on Military Training was not required; but its recommendation was, nevertheless, presented to the Senate on June 1, 1959. T h e Senate Coordinating Council has indicated that no other Senate jurisdiction is involved. I recommend approval of this program, effective September 1, 1959. O n m o t i o n of M r . ACCREDITATION O F INSTITUTIONS O F HIGHER LEARNING (13) F o r many years the University of Illinois has been accrediting institutions of higher learning in Illinois. T h e Urbana Senate Committee on Admissions from Higher Institutions recommended to its Senate that this practice be discontinued, and this recommendation has been approved by both the Urbana Senate and the Chicago Undergraduate Division Senate. The Senate Coordinating Council has advised that the Chicago Professional Colleges Senate is not concerned in this. Accordingly, the University will discontinue accreditation of institutions of higher learning in Illinois according to the following plan: With respect to two-year and four-year institutions that have not been accredited by the North Central Association of Colleges and Secondary Schools, but which have been approved by the University, the University shall (a) inform these institutions that it is discontinuing accrediting and rating activities; (b) inform these institutions that present ratings will be continued (from September i, 1959) for a period of three years for two-year institutions and for a period of five years for four-year institutions unless evidence is received concerning one or more of these institutions clearly indicating that such ratings should not be continued; (c) inform these institutions that it will, after September 1, 1959, accept accreditation by the N o r t h Central Association; and ( d ) notify these institutions that it will be glad to cooperate with them in assisting them to become fully accredited. 1 W i t h respect to institutions that are in the process of establishing programs, the University shall advise these institutions when they seek approval that until they are accredited by the N o r t h Central Association, the University will admit students who have completed courses in these institutions on the basis of validation by examination or by work in advanced courses in sequence, taken in residence. In institutions that have not been accredited by the North Central Association or approved by the University of Illinois, but that have been accredited or approved by one of the agencies recognized by the National Commission on Accrediting, the University shall accept all of the credit earned in such institutions and indicate that the precise amount of such credit which is applicable toward a particular degree will be determined by the University College and Department concerned.
