The lease will be between the Foundation and Tom Whetzel, the owner. It will begin as soon as possession can be obtained and continue until June 30, 1964, at $450 a month. T h e sublease from the University of Illinois Foundation will be on the same basis except the initial sublease will run until June 30, 1959, and will be automatically renewed for two-year periods until the termination of the Foundation's lease. T o secure this lease, it will be necessary for the University to purchase from the present tenant a heater, water-cooled air conditioner, sink, chemical bench and exhaust hood at a cost of $1,500, and to make certain alterations in utilities connections, estimated to cost $1,000, to separate the leased area from the remaining space occupied by the present tenant. T h e University will provide janitor service, heat, and utilities for its space. Funds will be assigned from indirect costs recovered from government contracts for the purchase of the equipment, alterations, and the rent. I concur.

On motion of Mr. Johnston, this lease was authorized by the following vote: Aye, Mr. Clement, Mr. Harewood, Mr. Herrick, Mr. Hughes, Mr. Johnston, Mr. Pogue, Mr. Swain, Mrs. Watkins, Mr. Wilkins, Mr. Williamson; no, none; absent, Mr. Stratton.

LEASE O F SITE FOR BUILDING TO NATIONAL C O U N C I L OF TEACHERS O F ENGLISH (31) A t its November, 1958, meeting this Board authorized the Comptroller to give assurance to the National Council of Teachers of English that the Board would authorize the leasing to that Council of land situated in a portion of the block bounded by W r i g h t Street, Springfield Avenue, Sixth Street, and Healey Street in the city of Champaign, title to which is held by the University, to provide a site upon which the Council will, at its expense, construct a building for its educational activities. This Board was then informed that when negotiations with the Council relative to the principal terms of the lease would be concluded, a further recommendation would be made to the Board for "the approval of such agreement or resolution as may be necessary to implement this arrangement." Agreement has now been reached, subject to this Board's approval, relative to the principal terms of the proposed lease, and further action by the Board approving the terms and authorizing the execution on behalf of the University of the proposed lease is desirable and necessary. Accordingly, the Legal Counsel, the Director of the Physical Plant, the VicePresident and Comptroller, and the Vice-President and Provost recommend the adoption of the following resolution, and I concur: Resolution WHEREAS, The National Council of Teachers of English, a not for profit corporation, conducts educational and other activities of benefit to the University of Illinois and the general public and desires to erect, at its own expense, upon the land hereinafter described, which it desires to lease from the University upon the terms and conditions hereinafter set forth, a building in which to maintain its headquarters and carry on many of its activities; and WHEREAS, T h e construction and use of said building, and the carrying on of its educational activities therein, by said Council upon said site will be advantageous and of benefit to the University of Illinois and the citizens of the state of Illinois which the University serves: Therefore, It Is Hereby Resolved by this Board of Trustees of the Board of Trustees of the University of Illinois, a public corporation, that the leasing by said public corporation to said National Council of Teachers of English of a parcel ot land, title to which is now held by said public corporation, constituting a portion of Block 6 of J. S. Wright's Addition to the City of Champaign, Champaign County, Illinois, situated in said City, County, and State, and bounded and described as follows: Beginning at a point on the east property line of Sixth Street, in said City of Champaign, said point being 1.27 feet south of the southwest corner of
