on varying volumes of work and takes into account work completed by the Physical Plant Department. The total fee will be about 3.84 per cent of the total construction cost but will not exceed $15,000. T h i s report w a s received for record. CONTRACT FOR CONSTRUCTION OF PARKING LOTS (27) The Director of the Physical Plant and the Vice-President and Comptroller recommend award of a contract for $375,450 to the Champaign Asphalt Company, Champaign, the lowest bidder, for the construction of the following parking lots on the campus at Urbana-Champaign: Burrill Avenue Improvements $ 5 7 000 This will include the widening of Burrill Avenue to a paved width of 60 feet between Green Street and Springfield Avenue, except for the bridge over the "Boneyard," and will provide right angle parking for 141 cars. Staff Parking Lots 08 700 This will include expansion and construction of new parking areas north of the Men's Old Gymnasium and on the west side of Romine Street (at the southeast area of Illinois Field); east of Davenport Hall; northwest of Bevier Hall — Home Economics; and north and south of George Huff Gymnasium. These areas will provide spaces for 353 cars. Student Parking Compounds 177 550 This will include the construction of two parking compounds for student cars each providing approximately 350 spaces. One will be west of First Street between Florida Avenue extended and St. Mary's Road; the other will be east of Goodwin Avenue extended and south of Florida Avenue. Lighting for above areas 41 300 Total $375 45° The University of Illinois Foundation will borrow the funds to finance these improvements. The University will finance the construction temporarily and upon completion of the improvements the University will sell the lots to the Foundation for $440,000. The Foundation will borrow this amount from the First National Bank of Chicago for 3^2 per cent interest per year with semi-annual maturities through 1964. The Foundation will lease the lots to the University for $90,000 a year which will be sufficient to amortize principal and interest payments on the amount borrowed. University payments will be from the income from special fees charged student car owners and rental paid for staff for reserved parking spaces. The First National Bank of Chicago previously agreed to a loan of $400,000 to finance these improvements and the University of Illinois Foundation has approved the program. Preliminary negotiations with the bank indicate that the bank is willing to increase the loan to $440,000. Formal resolutions relating to this financing will be drafted for adoption by the Board of Trustees at its meeting in September. An assignment of funds to the Physical Plant Department will be required for the operation and maintenance of these parking areas and a recommendation on this will also be submitted to the Board later. I recommend that the Board of Trustees approve these financial arrangements and the award of a contract to the Champaign Asphalt Company.

On motion of Mr. Hughes, this financing program was authorized, and the contract was awarded, as recommended, by the following vote: Aye, Mr. Bissell, Mr. Hughes, Mr. Livingston, Mr. Nickell, Mr. Swain, Mrs. Watkins, Mr. Williamson; no, none; absent, Mr. Herrick, Mrs. Holt, Mr. Johnston, Mr. Stratton.
