were authorized to represent the University in conferences regarding this budget with state officials.

UNIVERSITY OF ILLINOIS BIENNIAL BUDGET FOR OPERATIONS, 1 9 5 9 - 6 1 INTRODUCTION Budget for 1958-59 T h e University of Illinois annual budget is $46,341,140 from tax funds and $6,432,660 from University general income, or a total of $52,773,800.* This budget encompasses not only teaching, but also research activities, extension teaching, and other services to the people of the state. Many activities receive additional financial support from federal grants and contracts, and from private gifts. In addition, the University operates auxiliary enterprises such as residence halls, union buildings, and bookstores. Receipts from all these sources are included in the annual operating budget, which totals %77,043,000. T a x revenues of $46,341,140 make up 60 per cent of the total budget from all funds. The biennial budget consists of only those funds which require appropriation by the General Assembly — the $52,773,800 for 1958-59 from tax funds and University income, plus $51,288,200 for 1957-58, or a total of $104,062,000 for the biennium. The funds appropriated by the Seventieth General Assembly total $104,562,000, but $500,000 will not be spent, since the increase in enrollment during 1957-58 was not as great as anticipated. Procedures for B u d g e t Request, 1959-61 In January, 1958, the Deans and Directors submitted requests for budget increases according to the classifications shown in Schedule A. Salary adjustments have been considered separately on a University-wide basis. All requests have been studied by a Budget Committee appointed by the President. This Committee consists of the Vice-President and Provost as Chairman, the Vice-President and Comptroller, the Vice-President in charge of the Chicago Professional Colleges, the Dean of the Graduate College, and six faculty members from all three campuses, including representatives of the budget committees of the three Senates. The Committee has held weekly meetings during which it conferred with Deans and Directors to analyze their requests. T h e Committee has also given careful attention to the various proposals for salary increases and has concurred in the recommendations herein presented. Budget Summary The requests for additional funds submitted by Deans and Directors plus the salary recommendations total $36,755,544 for the biennium. After careful analysis of these requests, the Budget Committee has reduced this figure and recommends an increase of $26,048,000 over the appropriations for 1957-59 (an average of $I3,474»ooo a year) or approximately 26 per cent of the current appropriations. The total requested budget of $131,510,000 includes $118,410,000 from tax revenues of the state and $13,100,000 from University income. It is divided to provide $63,191,000 for the first year of the biennium and $68,319,000 for the second. The higher amount in the second year will be needed primarily for salary adjustments, but also because of a larger enrollment and new buildings put into operation in that year. This means an added $5,128,000 will be required in 1061-63 to maintain the level to be established during the second year of the coming biennium. Schedule A is a summary statement of the various items included. In parallel columns are listed comparable figures for increases originally requested by Deans and Directors. Following Schedule A are explanatory statements concerning the purposes for which additional funds are requested.
