PELTASON, JACK W., Professor of Political Science, sabbatical leave for the academic year beginning September 1, i960, on one-half pay, cancelled on his request in view of his appointment as Dean of the College of Liberal Arts and Sciences. OEBKER, NORMAN F., Associate Professor of Horticulture, sabbatical leave of absence for the first semester (six months from September 1, i960), on full pay, cancelled by his resignation from the faculty.

HEARING OF CASE OF LEO F. K O C H

When the Board reconvened at 10:30 a.m., it met in the Faculty Lounge of the Ulini Union Building for the hearing of the case of Dr. Leo F. Koch, Assistant Professor of Biological Science. President Kenney E. Williamson opened the hearing with the following statement:

In a letter to Dean Lanier of the College of Liberal Arts and Sciences of the University bearing date of April 7, i960, of which a copy was served upon Assistant Professor Leo F . Koch that day, the President of the University, pursuant to the provisions of paragraph (e) of Section 38 of the University Statutes, preferred charges against Assistant Professor Koch and has since recommended that Assistant Professor Koch's present appointment at, and contract of employment with, the University be terminated on August 31, i960, upon the basis of those charges. Also pursuant to the same paragraph of the University Statutes, Assistant Professor Koch has requested a hearing by and before the Board of Trustees of the University upon the charges preferred against him by President Henry. This hearing is being held pursuant to that request, and the Board of Trustees is meeting here at this time for the purpose of holding the hearing and of deciding what action it will take upon the recommendation presented to it by President Henry who requested that this Board's action upon that recommendation be deferred until the conclusion of this hearing. It is now in order for the Legal Counsel of the University, who represents the University administration at this hearing, to proceed to present evidence in support of the charges made against Assistant Professor Koch.

Mr. Ralph F. Lesemann, Legal Counsel, began the proceedings by introducing Assistant Professor Leo F. Koch and the latter's counsel, Mr. Donald Page Moore and Mr. David J. Danelski; and Mr. Lesemann's associates, Mr. Earl L. Palmberg and Mr. John J. Templin, Assistants to the Legal Counsel. He then presented a stipulation entered into by Assistant Professor Koch and the University through their respective counsel. The further proceedings in the hearing are not fully recorded in these minutes, but a complete transcript of them, as taken and made by reporter Mrs. Barbara Johnson of the Marjorie D. Earley Court Reporting Service, 501 West Church Street, Champaign, Illinois, has been filed with the Secretary of the Board for record. The hearing recessed at 12:15 p.m. and was resumed at 1:30 p.m.

Immediately preceding the afternoon session of the hearing the Board took up consideration of two items of business on the regular agenda of the Board for today's meeting relating to the issue of "The Board of Trustees of the University of Illinois Housing Revenue Bonds of i960, Series A." These matters are recorded elsewhere in the minutes of today's meeting.

At the hour of 3:30 p.m., all evidence and arguments presented at the hearing having been received, the Board retired from the hearing room to meet in executive session in an adjoining room. When the Board returned from its deliberations, President Williamson anounced: 'The meeting will come to order, and we will entertain a motion by Mr. Johnston."
