INTERNAL OPERATING BUDGET FOR I 9 6 0 - 6 1 ( i ) T h e University's internal operating budget for all divisions and funds for the fiscal year beginning July I, 1960, for academic and administrative appointments beginning September 1, i960, and for nonacademic personnel appointments beginning July 1, 1960, is submitted herewith. This budget has been prepared by the Vice-President and Provost and the Vice-President and Comptroller in accordance with policies recommended by the University Budget Committee and procedures approved by the President. It is based upon recommendations oi deans, directors, and other administrative officers and has been reviewed by the President. I recommend that this budget, covering the allocation of the estimated operating income from all sources for the year beginning July I, i960, be approved ; and that the President of the University be authorized, in accordance with the needs of the University and the equitable interests involved and within total income, (a) to accept resignations, (b) to make such additional appointments as are necessary, subject to the provisions of the University Statutes and the Policy and Rules Relating to Compensation and W o r k i n g Conditions of Nonacademic Employees, and (c) to make such changes and adjustments in items included in the budget as are needed, all such changes to be covered in the Vice-President and Comptroller's quarterly financial report, or in reports to the Board by its Secretary, provided that assignments for new projects or programs and for nonrecurring expenditures in excess of $2,500 shall be presented to the Board for prior approval. The complete budget for all divisions of the University, with a "Condensed Analysis and Summaries," was submitted to the Finance Committee and to other members of the Board of Trustees at a work session held on May 16 at which the budget was reviewed in detail in consultation with the President of the University and other University officials. Action was deferred, pending further study of the budget by the members of the Board. At another meeting of the Finance Committee held on June 13, the Committee voted to concur in the recommendations of the President of the University, F o l l o w i n g p r e s e n t a t i o n of t h e b u d g e t t o t h e B o a r d of T r u s t e e s and f u r t h e r r e v i e w b y t h e P r e s i d e n t , t h e V i c e - P r e s i d e n t a n d P r o v o s t , and t h e V i c e - P r e s i d e n t a n d C o m p t r o l l e r , o n m o t i o n of M r . S w a i n , the b u d g e t w a s a d o p t e d , t h e P r e s i d e n t of t h e U n i v e r s i t y w a s a u t h o r i z e d to t a k e t h e a c t i o n s specified i n h i s p r e s e n t a t i o n , a n d t h e n e c e s s a r y approp r i a t i o n s w e r e m a d e , a s r e c o m m e n d e d .
