ANNEXATION OF LAND TO T H E URBANA-CHAMPAIGN SANITARY DISTRICT (12) The Director of the Physical Plant and the Vice-President and Comptroller recommend that the Board of Trustees authorize annexation of the following described areas of University property to the Urbana-Champaign Sanitary District: The area bounded by Florida Avenue, Lincoln Avenue, St. Mary's Road, and the Illinois Central Railroad, except the south 264 feet between First Street and the railroad; That portion of the north half of Section 20 which is not already m the District (east of Lincoln Avenue, extending yi mile south of St. Mary's Road). The area to be annexed includes the site of the Assembly Hall and the proposed new forestry tract to replace Illini Grove. This annexation is necessary to provide for the treatment of sewage from these sources. A plat of the area, including the legal description, is being filed with the Secretary of the Board for record as a part of this recommendation. I recommend that the Secretary and the Comptroller be authorized to execute the petition and any other documents necessary to effect the annexation, subject to approval of the Legal Counsel.

On motion of Mr. Swain, these recommendations were approved.

PARKING METERS AND BICYCLE ROADWAY ON WRIGHT STREET (13) City of Champaign officials have requested permission to install and maintain parking meters on University property on the east side of Wright Street between Armory and Springfield, University officials have considered this, and as an alternative, request authority to propose to the City that it reserve a roadway approximately eight feet wide, west of the present east curb line on W r i g h t Street, and the construction of islands to form the west boundary of the bicycle roadway, between Armory Avenue and Green Street, and the installation of parking meters on these islands instead of on University property; provided that the meters in the two blocks between Green and Springfield Avenue would be on University property on the east side of Wright Street. This alternate proposal contemplates that the City would grant permission to the University to construct and maintain these islands, and that the City will adopt and enforce an ordinance prohibiting use of the eight-foot strip of pavement between the east curb of Wright Street and the islands by vehicles other than those which are not motor driven and will keep such ordinance in effect, and will enforce it, as long as the arrangement continues in effect. While this would eliminate one line of motor traffic between Armory Avenue and Green Street, it would provide an exclusive, and safer, bicycle lane on a street on which traffic is very heavy during University class hours, and would enable the City to install its parking meters. Specifically, the Director of the Physical Plant and the Vice-President and Comptroller recommend that the Board of Trustees authorize: 1. A formal proposal to the city of Champaign that it grant permission to the University to construct and maintain, at University expense, islands in Wright Street between Armory Avenue and Green Street, approximately three feet wide, the east edge of which will be approximately eight feet west of the present east curb of Wright Street to provide the boundary for a bicycle roadway and space for City parking meters (instead of along the east curb of Wright Street) to be installed and maintained by the City; in return, the City will adopt and enforce an ordinance prohibiting the use of the eight-foot strip by any vehicle other than bicycles which are not motor driven. 2. T h e lease to the city of Champaign of an area approximately three feet wide lying immediately east of the present east curb line of Wright Street between Green Street and Springfield Avenue at a rental of $1.00 per year for a period ending June 30, 1963, provided that the lease will be automatically renewable for successive biennial periods beginning July I, 1963, unless said lease is cancelled at any time during any such renewal period by at least thirty days notice in writing given by either party to the other, or some modification in the lease is required by either party and agreed to by both.
