released to Doctor Price and that he be authorized to apply for a patent in his own name if he wishes. 2. Messrs. G. M. Petersen, F . R. Wiley, and R. H . Reed of the College of Agriculture in collaboration made two discoveries in relation to a horse-drawn quick hay maker. One utilizes a restricted pivoting motion of the mower bar to actuate a release mechanism so as to permit the bar to drop back when obstructions are encountered. T h e other discovery has to do with the pickup fingers of the quick hay maker, and involves the idea of clamping the fingers between a formed member inside the spring coil and the supporting pipe instead of using, as is now generally the case, the method of mounting the fingers with the supporting pipe through the spring coils or at the side of the pickup pipe with the coils supported by a formed sheet metal backing plate. The Committee gave careful consideration to both discoveries, and after hearing Dean H . P. Rusk, Professor E. W. Lehmann, Head of the Department of Agricultural Engineering, and Mr. Reed, it unanimously recommended that these discoveries be released to the discoverers. T h e basic patents are held by others, and these discoveries, if patentable, would be little more than variations of existing principles and methods and would have very little, if any, commercial value. PURCHASES RECOMMENDED (35) A recommendation that the following purchases be authorized: 132 dog cages for the Animal Hospital in the College of Medicine, from the Frisch Corporation, the lowest bidder, at a price of $6,03g. O n m o t i o n of M r s . P l u m b , this p u r c h a s e w a s a u t h o r i z e d . APPOINTMENT OF PROFESSOR ARCHIBALD W. ANDERSON (36) A report of the appointment of Dr. Archibald W . Anderson, Instructor in the History of Education at Ohio State University, as Assistant Professor of Education for one year beginning September 1, 1940, at a salary of $3,000. I request confirmation of this appointment.

On motion of Mrs. Plumb, this appointment was confirmed.

INSPECTION OF DAIRY MANUFACTURES (37) In the absence of Mr. Cleary, I present a statement in a letter from him that the Secretary should be instructed to notify the Attorney General and the Department of Public Health of the action of the Board on April 25, withdrawing the protest of the University against the inspection of the University Dairy by the State Department of Public Health. J e n s e n p r e s e n t e d a r e q u e s t t h a t a s t u d y b e m a d e of t h e s p e c i a l scholarships for the s u m m e r session e x t e n d e d to teachers.
