BUILDING IMPROVEMENTS FOR REHOUSING OF COLLEGE OF PHARMACY AND FOR UNION BUILDING FACILITIES IN CHICAGO DEPARTMENTS (32) T h e Director of the Physical Plant Department submits the following estimates of the cost of remodeling of buildings in the Chicago Departments for the rehousing of the College of Pharmacy and for providing union building facilities, together with his recommendations: May 24, 1940 President A. DEAR PRESIDENT W I L L A R D :

I am transmitting herewith budgets for: I. Rehousing the balance of the College of Pharmacy in the Medical and Dental College Laboratories Building; remodeling the Baker Building to relocate the Physical Plant Department office, and to provide kitchen facilities for the Union Building, Chicago; remodeling and equipping the present Pharmacy Building to provide Union Building facilities for the Chicago departments. II. Operation and maintenance of the proposed Union Building. In the budget for financing the remodeling, $39,500 has been added to the proposed loan in order to provide funds for furnishings for the Illini Union Building at Urbana. This method of financing is proposed because we believe it is the most economical and practical. Another alternative would be to purchase the equipment on a deferred payment plan. The interest rates, however, would be prohibitive and the life of the loan relatively short. T h e estimated annual operation and maintenance expenditures for the Chicago Union exceed the income by approximately $9,816 per year, $3,016 of which is to amortize the loan for furnishings in the Urbana Union. I consider this $9,816 a reasonable charge for the University to assume, due t o : ( a ) recreational facilities included which are provided to the students at Urbana without charge; ( b ) the remodeling of the Baker Building for the Physical Plant office, which is not a proper expense to be liquidated by the students. I wish to recommend: (1) T h e approval of the attached budgets for financing the remodeling, and for the operation and maintenance of the Union Building. (2) That the University appropriate funds (beginning with the 1941-1943 biennium) to meet difference between income and expense for the operation and maintenance of the Union Buildings in Chicago and Urbana, the maximum
