On motion of Mrs. Plumb, this appropriation was made as recommended, by the following vote: Aye, Mr. Pogue, Mrs. Plumb; absent, Mr. Cleary.

APPROPRIATION TO THE UNIVERSITY OF ILLINOIS FOUNDATION (13) At the meeting of the Board on March 14 (Minutes, page 775) a request was submitted from the University of Illinois Foundation for a supplementary appropriation of $5,000 for the expenses of its campaign to raise funds for the Illini Union Building during the balance of the current fiscal year. Action on this was deferred pending the receipt of further information. At the meeting on April 25 the Board appropriated $1,000 for this purpose. T h e officers of the Foundation have requested that this appropriation be increased to $2,000, and I submit a letter from the Secretary of the Foundation in support of this request.

On motion of Mrs. Plumb, this appropriation was made as recommended, by the following vote: Aye, Mr. Pogue, Mrs. Plumb; absent, Mr. Cleary.

OPERATING BALANCE FROM RESIDENCE HALLS (14) On June 15, 1934 (Minutes, page 586), the Board of Trustees voted that any surplus from the operation of women's residence halls, over and above current operation and maintenance expenses and a suitable reserve for maintenance and replacement, be carried to the General Income account of the University. The plan of financing the new Men's Residence Hall, approved by the Board on October 20, 1939 (Minutes, page 639), provides that the net income of women's residence halls shall be applied toward the liquidation of the loan for the Men's Hall, beginning with the year 1941-1942. It is desirable that this net income for the current year, and for next year also, be set aside so that it may be available to apply toward the cost of furnishing of the new Hall or toward further underwriting the obligations assumed through the loan. Therefore, I recommend that the action of the Board, as of June 15, 1934, be modified to provide that the surplus from the operation of women's residence halls, beginning with the current year ending June 30, 1040, be carried to a special residence hall reserve.

On motion of Mrs. Plumb, this reserve was set up as recommended.

APPROPRIATION TO RADIO STATION (15) On July 14, 1939 (Minutes, page 362), the Board appropriated $2,000 to the Radio Station for legal and engineering services and other expenses involved in securing authorization for night broadcasting. Subsequently, on advice of the University's radio attorney and engineer in Washington, this was dropped. The Director of the Station has recommended that the balance in this appropriation, amounting to approximately $1,000, be reappropriated and made available during the year 1940-1941 for the purchase of equipment for short wave broadcasting. I submit a letter from the Director outlining his reasons in support of this request.

On motion of Mrs. Plumb, this use of funds was authorized as recommended.

BUDGET FOR A L U M N I ASSOCIATION AND UNIVERSITY OF ILLINOIS FOUNDATION WORK (16) In considering the operating budget for 1040-1941 the Board of Trustees deferred action on the provisions for Alumni Relations and Records and University of Illinois Foundation work, referring them back to the President of the University for further study. Accordingly I have studied this problem in detail and have discussed it with officials of the Alumni Association and Foundation. This included discussions at a joint meeting of the Boards of Directors of the Alumni Association and the Foundation as well as at separate meetings of those bodies held on May 3.
